About this file
This is a Pre-Proposal Questions & Answers document for RFP N62742-26-R-1300 issued by the Department of the Navy, Naval Facilities Engineering Systems Command Pacific on 20 February 2026. The solicitation concerns construction of a North Aircraft Parking Ramp at Andersen Air Force Base, Guam (WON 1665555, FY24 AJJY183012 (P-012)).
The document addresses two pre-proposal inquiries. The first question requests relaxation of experience requirements for airfield Portland Cement Concrete (PCC) pavement work, specifically proposing either a reduction in minimum area from 20,000 to 10,000 square meters and minimum project value from $30 million to $20 million, or allowance of PCC pavement experience from other heavy vehicle traffic areas within airport facilities. The Government declined this request and confirmed that Document 00 22 00 remains unchanged. The second question seeks clarification on how DFARS 252.236-7010 (Overseas Military Construction – Preference for United States Firms) applies to joint ventures composed of one U.S. firm and one foreign firm. The Government clarified that such joint ventures may be considered United States firms if they meet three conditions: corporate headquarters are in the United States, the firm has filed required corporate, employment, and income tax returns for a minimum of two years and paid all taxes due, and the firm employs United States citizens in key management positions. All responses are for information only, and the RFP remains unchanged unless amended by Standard Form 30.

PRE-PROPOSAL QUESTIONS & ANSWERS
WON 1665555, FY24 AJJY183012 (P-012), PDI: NORTH AIRCRAFT PARKING RAMP,
ANDERSEN AIR FORCE BASE, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The
RFP remains unchanged unless it is amended in writing on a Standard Form 30.
1. FACTOR 1 – EXPERIENCE, RELEVANT CONSTRUCTION PROJECT: Airfield Portland
Cement Concrete (PCC) Pavement
Document 00 22 00, page 2 of 7.
The current solicitation requirement for PCC pavement experience specifies new construction of an airfield Portland Cement Concrete (PCC) pavement of at least 20,000 square meters with a minimum concrete thickness of 300 mm, and a project value of approximately $30 million or more.
We believe these requirements are very strict and could greatly reduce the number of qualified bidders. This may limit competition and might not be in the Government’s best interest.
To broaden competition while maintaining technical integrity, we respectfully request consideration of one of the following adjustments:
a. Reduce the minimum area requirement to 10,000 square meters and the minimum project value to $20 million, or
b. Maintain the current area, thickness, and value requirements, but allow inclusion of PCC pavement constructed for other heavy vehicle traffic within airport facilities (e.g., access roads, cargo handling areas) in addition to runways, taxiways, or aprons.
Would the Government consider revising the solicitation to incorporate either of these options?
ANSWER: No. Document 00 22 00 of the RFP remains unchanged.
2. 1.23 DFARS 252.236-7010, OVERSEAS MILITARY CONSTRUCTION – PREFERENCE
FOR UNITED STATES FIRMS (JAN 1997)
Document 00 45 00 page 23 of 24.
The solicitation includes DFARS 252.236-7010, Overseas Military Construction –
Preference for United States Firms, which defines a “United States firm” and states that offers from firms that do not qualify will be evaluated by adding 20 percent to the offer.
We would like clarification on how this definition applies to a Joint Venture (JV) composed of one U.S. firm and one foreign firm. Specifically:
It is generally understood that if the JV organization itself meets all the requirements of the definition in paragraph (a), then even if some of its member companies are foreign firms, the
JV itself is considered a “United States firm” for purposes of this provision.
We request confirmation that this interpretation aligns with the Government’s intent under
DFARS 252.236-7010.
ANSWER: A Joint Venture or partnership which includes a non-U.S. firm as a participant may be considered a United States firm if it complies with the following:
(1) The corporate headquarters are in the United States;
(2) The firm has filed corporate and employment tax returns in the United States for a minimum of 2 years (if required), has filed State and Federal income tax returns (if required) for 2 years, and has paid any taxes due as a result of these filings; and
(3) The firm employs United States citizens in key management positions.
