About this file
This is a specification document listing contract drawings and work restrictions for a construction project at Andersen Air Force Base, Guam, identified as FY24 AJJY183012 (P-012), North Aircraft Parking Ramp (WON 1665555). The document comprises two primary sections: a comprehensive drawing list with over 400 referenced drawings covering civil, structural, electrical, telecommunications, and fueling systems, and detailed work restrictions and quality control requirements governing contractor operations.
The project requires construction of an aircraft parking apron with associated taxiways, utility yards, airfield fence, hydrant fueling infrastructure, and supporting systems. Work restrictions mandate that B2616, B2619, Giant Voice systems, the airfield, and Marianas Boulevard remain operational throughout construction, with contractor access controlled through Andersen AFB security protocols including DBIDS registration and affidavits. Regular working hours are 8 hours between 6:00 a.m. and 6:00 p.m., Monday through Friday, excluding federal holidays; work outside these hours requires 30 days advance approval from the Contracting Officer. The contractor must maintain a comprehensive Quality Control program with a dedicated QC Manager holding a Bachelor's degree in engineering or construction management with 10 years relevant experience and current professional engineer registration, supported by an Alternate QC Manager, Assistant QC Manager, and specialized QC Specialists in areas including electrical, environmental, concrete, geotechnical, telecommunications, and fuels systems. All QC personnel must complete Construction Quality Management training within 90 days of award. The QC organization must perform three phases of control (preparatory, initial, and follow-up) for each definable feature of work, with daily CQC reports, weekly QC meetings, and completion inspections required throughout the contract duration.

1.4 GENERAL REQUIREMENTS
Establish and maintain an effective quality control (QC) system that complies with FAR 52.246-12 Inspection of Construction. QC is comprised of plans, procedures, and organization necessary to produce an end product that complies with the Contract requirements. The QC system covers all construction operations, both onsite and offsite, and must be keyed to the proposed construction sequence. The Quality Control Manager, Superintendent, Site Safety and Health Officer (SSHO), and all on-site supervisors are responsible for the quality of work and are subject to removal by the Contracting Officer for non-compliance with the quality requirements specified in the Contract. The Quality Control Manager must maintain a physical presence at the work site at all times and is the
Jacobs D3430603 SECTION 01 45 00 Page 1 22 May 2026 primary individual responsible for all quality control.
1.5 QUALITY CONTROL (QC) PROGRAM REQUIREMENTS
Establish and maintain a QC program as described in this section. The QC program consists of a QC Organization, QC Plan, QC Plan Meeting(s), a Coordination and Mutual Understanding Meeting, QC meetings, three phases of control, submittal review and approval, testing, completion inspections, QC certifications, independent Special Inspections in accordance with Section 01 45 35 SPECIAL INSPECTIONS, and documentation necessary to provide materials, equipment, workmanship, fabrication, construction and operations that comply with the requirements of this Contract. The QC program must cover on-site and off-site work and be keyed to the work sequence. No construction work or testing may be performed unless the QC Manager is on the work site. The QC Manager must report to an officer of the firm and not be subordinate to the Project Superintendent or the Project Manager. The QC Manager, Project Superintendent and Project Manager must work together effectively.
Although the QC Manager is the primary individual responsible for quality control, all individuals will be held responsible for the quality of work on the job.
1.5.1 Meetings
1.5.1.1 Quality Control Plan Meeting
Prior to submission of the QC Plan, the Contractor may request a meeting with the Contracting Officer to discuss the QC Plan requirements of this Contract.
The purpose of this meeting is to develop a mutual understanding of the QC Plan requirements prior to plan development and submission and to agree on the Contractor's list of Definable Feature of Work (DFOW).
1.5.1.2 Coordination and Mutual Understanding Meeting
After the Preconstruction Conference, before start of construction, and prior to acceptance by the Government of the CQC Plan, meet with the Contracting Officer and discuss the Contractor's quality control system.
During the meeting, a mutual understanding of the system details must be developed, including the forms for recording the CQC operations, control activities, testing, administration of the system for both onsite and offsite work, and the interrelationship of Contractor's Management and control with the Government's Quality Assurance. Minutes of the meeting will be prepared by the QC Manager and signed by the Contractor and the Government. Provide a copy of the signed minutes to all attendees and incorporate into the relevant QC Plan. At a minimum the Coordination and Mutual Understanding Meeting must be repeated when a new QC Manager is appointed. There can be other occasions when subsequent conferences will be called by either party to reconfirm mutual understandings or address deficiencies in the CQC system or procedures which can require corrective action by the Contractor.
1.5.1.2.1 Purpose
The purpose of this meeting is to develop a mutual understanding of the QC details, including documentation, administration for on-site and off-site work, design intent, environmental requirements and procedures, coordination of activities to be performed, Special Inspections, and the
Jacobs D3430603 SECTION 01 45 00 Page 2 22 May 2026 coordination of the Contractor's management, production, and QC personnel. At the meeting, the Contractor must explain in detail how three phases of control will be implemented for each DFOW, as well as how each DFOW will be affected by each management plan or requirement as listed below:
a. Waste Management Plan.
b. Procedures for noise and acoustics management.
c. Environmental Protection Plan.
d. Environmental regulatory requirements.
e. Special Inspections.
f. Indoor Air Quality (IAQ) Management Plan.
1.5.1.2.2 Coordination of Activities
Coordinate activities included in various sections to assure efficient and orderly installation of each component. Coordinate operations included under different sections that are dependent on each other for proper installation and operation. Schedule construction operations with consideration for indoor air quality as specified in the IAQ Management Plan. Coordinate Special Inspections.
1.5.1.2.3 Attendees
As a minimum, the Contractor's personnel required to attend include an officer of the firm, the Project Manager, Project Superintendent, QC Manager, Alternate QC Manager, Special Inspector, Environmental Manager, and subcontractor representatives. Each subcontractor who will be assigned QC responsibilities must have a principal of the firm at the meeting.
1.5.1.3 Quality Control (QC) Meetings
After the start of construction, conduct weekly QC meetings led by the QC Manager at the work site with the Project Superintendent, the Special Inspector, and the other personnel as necessary. The QC Manager is to prepare the minutes of the meeting and provide a copy to the Contracting Officer within 2 working days after the meeting. The Contracting Officer may attend these meetings. As a minimum, accomplish the following at each meeting:
a. Review the minutes of the previous meeting.
b. Review the schedule and the status of work and deficiencies/rework.
Review the most current approved schedule (in accordance with schedule specification) and the status of work and deficiencies/rework.
