About this file

This is a Pre-Proposal Questions and Answers document for RFP N62742-26-R-1300 issued by the Department of the Navy, Naval Facilities Engineering Systems Command Pacific, dated 28 September 2026. The document addresses pre-proposal clarifications for the North Aircraft Parking Ramp project at Andersen Air Force Base, Guam (WON 1665555, FY24 AJJY183012).

Question 175 addresses the staffing requirements for Quality Control Hydrogeologist Specialist (QCHS) and Hydrogeologist positions during site clearing operations in karst terrain. The prospective contractor questioned whether the requirement for continuous full-time onsite presence of both a senior QCHS (with minimum 10 years of progressively responsible hydrogeology experience) and a Hydrogeologist throughout 90 percent of clearing operations is necessary, given that routine clearing involves exposing residual silt and clay overlying limestone surfaces that can be identified by less specialized personnel such as Geologists-in-Training or Professional Geologists. The contractor noted concerns regarding the limited availability of QCHS-qualified personnel in Guam, the substantial mobilization costs for off-island staff, and potential constraints on competition. The Government's answers to all five sub-questions (a through e) regarding specific QCHS duties, continuous presence requirements, technical basis, sample deliverables, and distinction between supervisory and technical assistance responsibilities reference Section 3 of Specification 31 00 00 without providing additional clarification. Question 176 clarifies that ungulate fencing is required only for the Tarague Forest Enhancement Area (approximately 2.5 miles of permanent ungulate-proof fence) and not for the Habitat Management Unit, referencing RFP Amendment No. 0003, Section 01 57 19, Attachment F.

PRE-PROPOSAL QUESTIONS & ANSWERS

WON 1665555, FY24 AJJY183012 (P-012), PDI: NORTH AIRCRAFT PARKING RAMP,

ANDERSEN AIR FORCE BASE, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

175. Reference: Specification Sections 01 45 00 and 31 00 00, Quality Control Hydrogeologist

Specialist and Hydrogeologist Staffing Requirements

The Government has clarified that the Quality Control Hydrogeologist Specialist (QCHS) must maintain continuous full-time onsite presence and work side-by-side with the Hydrogeologist until 90 percent of clearing has been completed, while also supervising and providing technical assistance to the Hydrogeologist. This requirement appears to assign two concurrent hydrogeology professionals to continuous, overlapping onsite coverage during most clearing operations, including a senior QCHS with at least 10 years of progressively responsible hydrogeology experience and the specified professional credentials.

During initial clearing and shallow grading in Guam’s karst terrain, subsurface conditions are commonly obscured by several feet of red-brown residual silt and clay soil typical of tropical settings that overlie the irregular limestone surface and infill solution pockets, fissures, and depressions. Accordingly, much of the routine clearing is expected to expose the upper limestone surface and possibly observable epikarst conditions. These are easily identifiable and described by a Geologist-in-Training (GIT) or Professional Geologist (PG), rather than features requiring continuous interpretation by a senior hydrogeologist. The QCHS’s specialized experience and professional judgment would provide greater value when limestone, significant solution features, voids, geophysical anomalies, or other consequential hydrogeologic conditions are encountered.

The requirement obligates two qualified hydrogeology professionals to continuous, concurrent full-time field presence throughout months of routine clearing at ground level more than 450 feet above the freshwater lens aquifer.

We recognize the hydrogeologic and karst-related risks the Government is seeking to manage and are not proposing to reduce appropriate technical oversight. However, senior hydrogeologists meeting the QCHS qualifications are limited professional resources and are typically responsible for technical oversight across multiple projects. Requiring such a specialist to be dedicated full-time to one project for several months significantly constrains the pool of available qualified personnel.

This concern is particularly significant in Guam, where, to our knowledge, personnel meeting the QCHS qualifications and available for a full-time assignment of this duration are not locally available. Compliance may therefore require off-island senior staff, extended mobilization, travel, lodging, and per diem, resulting in substantial additional bid cost without any consequential or commensurate increase in technical value or project risk reduction. The requirement may also unnecessarily limit competition among otherwise qualified teams.

a. Please identify the specific observations, evaluations, decisions, and deliverables that the QCHS is required to perform independently during clearing, beyond those performed by the full-time Hydrogeologist under the QCHS’s supervision and technical direction.

ANSWER: The specific QCHS observations, evaluations, decisions, and deliverables are outlined in detail in Section 3 of Spec 31 00 00 with the Hydrogeologist.

b. Please also clarify which of these duties require the QCHS’s continuous physical presence onsite, rather than periodic onsite observation, review of field documentation, and availability for consultation when significant conditions are encountered. Kindly clearly distinguish the responsibilities of the two positions during the period of overlapping full-time coverage.

c. Please provide the technical basis for requiring the simultaneous, continuous full-time onsite presence of both the QCHS and Hydrogeologist through 90 percent of clearing, which may take several weeks to months. In particular, please identify the hydrogeologic conditions or project risks that necessitate continuous QCHS observation during routine clearing where the limestone surface and significant karst features may remain obscured by several feet of red-brown silt and clay and meaningful exposures may occur only locally.

d. Can the Government provide a sample field report, daily report, or other representative deliverable expected from the QCHS?

ANSWER: The QCHS design professionals’ firm is anticipated to have standard report formats.

e. Section 31 00 00, paragraph 3.3.3 states that the QCHS will work side-by-side with the Hydrogeologist while on-site, provide technical assistance to the Hydrogeologist, and that the Hydrogeologist is under the direct supervision of the QCHS. Section 01 45 00 separately establishes the period of continuous full-time on-site presence.

Please clarify how the side-by-side, supervisory, and technical assistance duties are intended to be distinguished from one another during the period of concurrent on-site coverage and identify which of these duties the QCHS is expected to perform independently of, rather than jointly with, the Hydrogeologist.

176. Reference Q24, Please confirm if ungulate fencing for both required for Tarague Fores

Enhancement Area (FEA) and Habitat Management Unit (HMU)?

ANSWER: Ungulate fencing is required for Tarague Fores Enhancement Area (FEA) only. See

RFP Amendment No. 0003, Section 01 57 19, Attachment F, Natural Resources Performance Work Statement, 5.2 Tarague FEA, paragraph c. ‘Install an approximately 2.5-mile-long permanent ungulate-proof fence along the forest enhancement area.’
