About this file
This is a Pre-Proposal Questions & Answers document (Notice No. 2) issued on 02 March 2026 for RFP N62742-26-R-1300, a construction project at Andersen Air Force Base, Guam. The document does not address specific products or services but rather clarifies RFP requirements and technical specifications for the North Aircraft Parking Ramp (P-012) construction project through responses to ten contractor inquiries.
Key clarifications provided include: three existing sinkholes require Class V Underground Injection Control permits per Drawing CG101; Bid Items 0001AB and 0001AC apply to Zone 2 (Permeable) and Zone 1 (Impermeable) respectively, with reference to Sheets CG144 and CG146 for sinkhole filling procedures; the minimum experience requirement of 20,000 square meters for PCC airfield construction remains unchanged; available as-built drawings for Buildings 2550, 2551, and 2552 will be provided in a forthcoming amendment, with hazardous materials information in the Hazardous Material Survey Report attached to Section 02 82 00; existing asphalt pavement thickness is assumed at 6 inches for bidding purposes per forthcoming amendment; Drawing CG203's detail reference will be corrected from CG508 to CG507 in a forthcoming amendment; and proposal submissions must include both electronic copies on CD-ROM and hard copies (paper). The bid submission date of 29 April 2026 remains unchanged, and a requested six-week extension was denied.

PRE-PROPOSAL QUESTIONS & ANSWERS
WON 1665555, FY24 AJJY183012 (P-012), PDI: NORTH AIRCRAFT PARKING RAMP,
ANDERSEN AIR FORCE BASE, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The
RFP remains unchanged unless it is amended in writing on a Standard Form 30.
3. Section 01 57 19 page 13, paragraph 1.5.3 states that there are sinkholes present in the vicinity of the project site. …and Obtain Class V Underground Injection Control (UIC)
Permits for three (3) existing sinkholes.
However, Drawing Sheet V-101/Overall Existing Condition/Appendix A (Figure 3- Known
PFAS Release Areas)- shows only two (2) existing sinkholes within the site. Please clarify.
ANSWER: Refer to CG101. A screenshot is presented in the response.
4. On Drawing Sht. CG146, please clarify which Zone applies to Bid Item 0001AB and Bid
Item 0001AC.
Drawing Sht. CG146 shows mitigation options for each zone areas based on varying “X”
(width of sinkholes “throat”, i.e X <1 ft; X = 1ft to ≤ 3 ft, etc…)
Bid Items 0001AB and 0001AC have 9,000 CY each. The bid quantity shown could be applicable to any of “X” sinkhole throat range options. Since these “X” variables differ in infill material sizes, for bid uniformity purposes, please provide what specific “X” width to use. Otherwise, provide bid quantities for each “X” width options shown.
ANSWER: Zone 1 is Impermeable, so applies to Bid Item 0001AC. Zone 2 is Permeable, so applies to Bid Item 0001AB. See Sheets CG144 and CG146 for direction on identifying and filling varying sinkhole diameter and depths per each Zone.
5. Factor 1 – Experience requires a relevant construction project defined as new construction of an airfield (runway, taxiway, or apron) utilizing Portland Cement Concrete (PCC) pavement with a minimum area of 20,000 square meters.
We respectfully request that the Government consider revising this requirement to 15,000 square meters to allow for broader competition while still ensuring demonstrated experience of comparable scope and complexity.
ANSWER: No. Document 00 22 00 of the RFP remains unchanged.
6. Due to the current workload of NAVFAC bids currently underway across multiple NAVFAC entities, combined with the complexity of various disciplines in the P-012 project scope, the current bid submission date of April 29, 2026, does not allow for sufficient time for a best-value proposal to the Government. Therefore, we respectfully request a six (6) week extension to the bid submission date. Please advise.
ANSWER: Extension will not be granted at this time.
7. Drawing CD107 called out for demolition of Building 2550, 2551 & 2552. The bid documents do not provide sufficient details of the existing buildings. This information is needed to accurately quantify demolition work to provide a competitive pricing to
Government.
Please provide available information for existing buildings Bldg. No. 2550, 2551 & 2552, including:
1. As-built drawings
2. Known utility connections and service lines
3. Any hazardous materials reports (if available)
ANSWER: 1. Available as-built drawings will be provided in forthcoming amendment.
2. Refer to the forthcoming as-built drawings and see Sheet CD107, Demolition Plan
– Area 6. Further information (including photos) on buildings 2550, 2551 & 2552 is located in the Hazardous Material Survey Report.
3. See the Hazardous Material Survey Report attached to Section 02 82 00.
8. Drawing CD101 to 127 called out for demolition of existing asphalt pavement. But do not provide the thickness of the existing pavement section. This information is necessary to accurately estimate quantities, removal methods, and associated costs in order to provide a competitive price proposal to Government.
Please provide any available documentation—such as as-built drawings, pavement core results, or other records—that indicate the actual thickness of the existing asphalt pavement in the areas included in this.
ANSWER: No as-builts of the existing roads were provided by AAFB. A Note will be added to the drawing indicating "For bidding purposes, assume the thickness of the existing asphalt pavement is 6 inches." Amendment forthcoming.
9. Drawing CG203 indicates a detail reference to Drawing CG508. However, CG508 is not included in the RFP drawing package provided to bidders. The absence of this sheet prevents a complete understanding of the referenced detail and may affect quantity take-off and bid accuracy.
Please provide Drawing CG508 to ensure accurate interpretation of the scope of work and proper preparation of the bid.
ANSWER: An amendment will correct the sheet number to CG507. The highlighted text in the image below will be amended to CG507. Amendment forthcoming.
10. Can the Government confirm whether proposal submissions may be accepted electronically
(e.g., via DoD SAFE, PIEE Solicitation Module, or other Government-approved secure file transfer platform) in lieu of physical hard-copy delivery?
Given standard federal procurement practices promoting efficiency, cost control, security, and audit traceability—particularly for large, multi-volume submissions—electronic transmission would:
• Eliminate risk of delivery delays, courier disruptions, or handling errors;
• Enhance document security through controlled access and encrypted transfer;
• Support version control and time/date-stamped receipt verification;
• Reduce administrative burden and unnecessary reproduction costs; and
• Align with prevailing DoD digital acquisition initiatives.
If electronic submissions are acceptable, please confirm:
1. Whether DoDSAFE or PIEE will be used to submit proposals (If DoDSAFE will be used, provide timeline for receiving these links).
2. Whether any limited hard copies (e.g., signed SF1442, bonds) remain required.
ANSWER: The RFP remains unchanged. Electronic copies on a CD-ROM and hard copies
(Paper) are required for the proposal submissions.
