About this file
This is a Pre-Proposal Questions & Answers document for RFP N62742-26-R-1300, issued by the Department of the Navy, Commander Naval Facilities Engineering Systems Command Pacific on September 15, 2026. The RFP pertains to work at Andersen Air Force Base, Guam, specifically for the North Aircraft Parking Ramp project (WON 1665555, FY24 AJJY183012).
The document addresses two substantive questions from the pre-proposal period. Question 46 concerns the scope of Electrical Resistance Tomography (ERT) testing, with the government clarifying through Amendment No. 0008 that SLIN 0001AH should be revised to 37,000 linear feet, while ERT testing for Area A1 should be included in SLIN 0001AA. Question 171 addresses concrete aggregate specifications in Section 03 30 00, specifically the requirement for 50 percent natural sand in concrete mixtures. The government's answer, also referencing Amendment No. 0008, deletes the 50 percent natural sand requirement and instead requires concrete suppliers to provide concrete that is workable and finishable, does not separate, and meets other requirements of Section 03 30 00, Part 2.5.2. Both answers direct contractors to review Amendment No. 0008, which implements these specification revisions. The document emphasizes that the RFP remains unchanged except where formally amended on Standard Form 30.
