About this file

This is Amendment No. 0004 to Request for Proposal (RFP) N62742-26-R-1300 for the North Aircraft Parking Ramp project at Andersen Air Force Base, Guam. The amendment, effective 22 May 2026, was issued by NAVFAC SYSCOM PACIFIC and is administered by the Naval Facilities Engineering Systems Command. The solicitation number is N6274226R1300, originally dated 11 February 2026. The amendment updates the Solicitation, Offer, and Award (SF 1442) Price Proposal Schedule and replaces multiple specification sections and technical drawings dated 22 May 2026, including revisions to work restrictions, quality control, temporary environmental controls, earthwork, asphalt paving, aviation fuel piping, liquid fuels pipeline coating systems, and telecommunications outside plant specifications.

The project requires firm-fixed-price offers on an "all or none" basis with pricing for 13 line items covering the complete construction project (SLIN 0001AA) and contingent work items including karst feature mitigation using permeable and impermeable infill (9,000 cubic yards each), cultural resources investigations and discovery (ranging from one-day inspections to large site investigations and human skeletal remains recovery), Electrical Resistivity Tomography testing (42,000 linear feet), and disposal of abandoned debris and hazardous materials (concrete debris, waste debris excluding concrete, hazardous waste, hazardous liquid waste in 55-gallon drums, and asbestos-containing waste). Payment for contingent items will be based on actual quantities only, subject to FAR 52.211-18 variation in estimated quantity clause, with equitable adjustment if quantities vary more than 15 percent above or below estimates. Contractors must provide treatment plans, archaeological monitoring plans, and discovery protocols as pre-construction submittals, with all plans and reports subject to Government and Guam State Historic Preservation Office approval.
