About this opportunity
The Bureau of Reclamation seeks rehabilitation of the Stampede Penstock and Butterfly Valve at Stampede Powerplant near Truckee, California, with proposals due June 8, 2026 at 5:00 p.m. Pacific Daylight Time. This procurement is restricted to small businesses under NAICS 237110 with a $45 million size standard, foreclosing open competition.
Place of performance is Stampede Powerplant, 501 Stampede Dam Road, Truckee, California 96161. Work includes relining 54-inch, 42-inch, and 24-inch penstocks; replacing the 24-inch butterfly valve with motor operator and actuator; refurbishing the 42-inch butterfly valve with new seals; spot-repairing Unit 1 scroll case and Unit 2 components; rehabilitating 12-inch and 14-inch air-vac piping; repairing the 90-inch outlet works headgate; and replacing wicket gate mechanism components. The estimated cost range is $1 million to $5 million.
Performance begins within 12 calendar days of notice to proceed and must be completed within 600 calendar days. Work is constrained to April 1 through November 30, with all interior penstock and valve work operational by September 30. Work hours are Monday through Friday, 7:00 a.m. to 7:00 p.m. Public roadways must remain open throughout construction.
Extensive hazardous materials abatement is required for coatings containing regulated metals and asbestos. The contractor must design and implement water removal and control systems for the 90-inch outlet works, deliver and maintain minimum river flow of 30 cubic feet per second downstream, and maintain river temperature between 45°F and 65°F. Comprehensive safety, environmental, and fire protection plans are mandatory. All site security personnel must complete Personnel Identification Verification per Homeland Security Presidential Directive 12. Performance and payment bonds are required within 10 calendar days of award. Pricing structure combines lump-sum items (mobilization, water management, valve work) with unit-price items for blast-and-recoat surface preparations measured in square feet. Evaluation criteria and weighting are not specified in available documents. Amendment 0005, effective June 1, incorporates revised specifications and Questions and Answers. Questions are due five days after the April 15, 2026 site visit at Stampede Powerplant.
