About this file
Section 01 33 00 - Submittals Specification
This is a technical specification section for the Stampede Penstock and Butterfly Valve Rehabilitation project on the Washoe Project in California, establishing comprehensive submittal requirements for contractor-prepared materials.
The specification defines submission procedures and requirements for shop drawings, product data, samples, certifications, and manuals throughout the construction process. Submittals must be prepared in English using US Customary Units and labeled with contract number, title, and Required Submittal Number (RSN). All drawings must be submitted in AutoCAD 2020 or later format, follow NIBS National CAD Standards, and conform to ASME Y14.1 specifications for D-size sheets (22 by 34 inches). Computer-drafted drawings must utilize the government-provided BOR color table and be compiled using AutoCAD's eTransmit utility. Drawings designated as "Government Format" require use of standard drawing template 40-D-7102 with title block information provided by the government. Final and as-built drawings must show all field changes with revision dates and clouding annotations. Electronic files must be submitted via the Construction Document Management System (CDMS) or on secure media meeting FIPS 140-2 Level 3 security requirements. Submittals identified with "CDMS" in the specifications table are submitted electronically; others may be submitted as hard copies to addresses specified for the Contracting Officer Representative, Area Manager, or Technical Service Center. All submittals must include contractor approval before submission and resubmittals must show readily identifiable changes with revision dates. The government allows 21 days for submittal review, with extensions permitted for excess review time that affects contract completion. Submittals are returned as Approved, Conditionally Approved, or Not Approved, with exceptions for baseline schedules and safety-related documents returned as Accepted, Conditionally Accepted, or Not Accepted. Table 01 33 00A provides an exhaustive list of required submittals with RSNs, due dates, responsible codes, and distribution requirements covering safety data sheets, construction schedules, quality control plans, environmental controls, coatings, electrical work, equipment specifications, and project record documents.
