The project involves comprehensive rehabilitation of hydroelectric equipment at Stampede Powerplant near Truckee, California, with an estimated cost between $1 million and $5 million. Work includes relining three penstocks (54-inch reducer, 42-inch, and 24-inch), refurbishing and coating a 42-inch butterfly valve, replacing a 24-inch butterfly valve with motor operator and actuator, spot-repairing various outlet works components, lining air-vac pipes, and replacing Unit 2 operating components for wicket gates. The contract is restricted to small businesses under NAICS 237110 with a $45 million size standard. The solicitation was issued March 30, 2026, with offers due April 30, 2026. Performance period is mandatory and extends 600 calendar days with completion required within 610 calendar days of receiving notice to proceed. The work window runs April 1 through November 30, with interior penstock and valve work completion required by September 30. Work is restricted to Monday-Friday, 7:00 a.m. to 7:00 p.m., and all public roadways must remain open throughout construction. The specification includes extensive requirements for environmental controls, hazardous materials abatement for coatings containing regulated metals and asbestos, safety programs, quality assurance testing, coating applications using epoxy systems, water management and river temperature control, electrical work, and commissioning. Government will furnish certain bearing components and fiberglide materials. Payment structure includes lump-sum pricing for mobilization, CDMS management, various water management activities, and valve work, plus unit prices for blast-and-recoat surface preparations measured in square feet.
