About this file
This is a specification section (01 14 10 - Use of Site) from a federal construction contract for the Stampede Penstock and Butterfly Valve Rehabilitation project on the Washoe Project in California (Specifications No. 20-C0943).
The specification establishes requirements for the Contractor's use of Government land and site management during construction activities. All costs associated with site use are to be included in prices for other contract line items. The Contractor must submit a Land Use and Landscape Rehabilitation Plan identifying the location and extent of all temporary facilities including buildings, service areas, parking, temporary roads, haul routes, utilities, waste processing areas, and temporary fencing. The plan must describe methods to preserve and protect vegetation and landscape features not scheduled for removal, mark work area limits, protect disturbed areas, prevent erosion, protect existing improvements and utilities, and remove temporary structures and rehabilitate the site upon completion. The Contractor must also submit revised drawings documenting any changes in Government land use made during design and erection stages. Site documentation via color digital video recorded on an approved electronic device must be provided prior to construction start, capturing conditions of land, vegetation, structures, utilities, roads, parking areas, and other existing facilities. All construction equipment must be cleaned before arriving onsite to remove dirt, vegetation, and organic material to prevent introduction of noxious weeds and invasive species, with cleaning procedures meeting or exceeding standards in the Bureau of Reclamation's 2012 Cleaning Manual. The Contractor may not house construction personnel on Government land except for guards or watchmen as approved by the Contracting Officer Representative (COR). Government vehicles must have access to the powerplant at all times, and temporary construction roads must be restored to original contours and made impassable to vehicles when no longer required.
