About this file
This is a Site Security specification section for the Stampede Penstock and Butterfly Valve Rehabilitation project at the Washoe Project in California (Specifications No. 20-C0943). The document outlines security requirements, personnel access protocols, and site entry controls that the contractor must implement and maintain throughout the construction period until work acceptance by the Contracting Officer.
Security requirements are based on Homeland Security Presidential Directive (HSPD) 12 and Reclamation Manual Directives and Standards (SSLE 01-01). All site security costs must be included in prices offered in the Price Schedule for other work items. Contractors must complete required Personnel Identification Verification (PIV) paperwork and fingerprinting at least 30 days before the anticipated start date. The contractor must submit RSN 01 35 50-1 listing all authorized employees with full names, dates of birth, job titles, and estimated access duration, along with all contractor vehicles and equipment specifications. This list must be updated and resubmitted monthly or whenever employees or vehicles are added or deleted. The contractor is responsible for protecting work and existing facilities from unauthorized entry, theft, and vandalism. Entry control requirements include requiring photo identification for all employees entering the site, limiting access to authorized personnel and vehicles, and maintaining a continuous log of workmen and visitors available to the Government upon request. Site access keys are issued to supervisory-level employees only after PIV process completion and favorable adjudication. PIV-ID cards must be collected from authorized personnel upon completion of their site work and surrendered to the Contracting Officer Representative (COR).
