About this file
This is a Questions and Answers document for federal solicitation 140R2026R0006 concerning the Stampede Penstock and Butterfly Valve Rehabilitation project.
The document addresses four key areas of clarification from offerors. First, water jetting and surface preparation are explicitly prohibited on-site per Specification Section 09 96 20, and this restriction is intentional despite cost implications. Second, proposal indices for Volumes II and III need not follow a specific format but should clearly organize major sections and page numbers in a table of contents style for evaluator reference. Third, while prime contractors must provide details on three past relevant projects, subcontractors need only submit past project information if their experience is being relied upon to demonstrate team capability for specific work aspects; no separate minimum number of projects is mandated for subcontractors unless otherwise specified. Fourth, Section 48 13 07 requires contractors to maintain current alignment in accordance with FIST 2-1 Section 2.6.6, with access to upper guide bearings permitted but removal not anticipated; contractors do not need to achieve free shaft conditions, and additional manufacturer drawings for the generator side have been provided in Section J, Attachment 6 to support alignment work and address turbine/intermediate shaft coupling misalignment.

Attachment No. 1 Solicitation No. 140R2026R0006
Stampede Penstock and Butterfly Valve Rehab
Offeror Questions and Answers
1. Question: In the coatings Spec 09 96 20 -21, Tabulation No.06, Note 5. It says that the water jetting /surface prep is not allowed on site. We want to confirm that this note is intentional as it will impact on the cost.
Response: Yes, this is an intentional comment. Specification Section 09 96 20 remains unchanged.
2. Question: Both Volume II and Volume III of the proposal instructions require us to include an index. Is it possible to provide more information on how this index is to be formatted or perhaps a sample index for us to reference to ensure we comply?
Response: The index does not require a specific format. Its purpose is to help evaluators quickly locate information within your submission. Offerors may use their standard indexing format, provided it clearly identifies the major sections and corresponding page numbers of the proposal.
No sample index is available, but any clear and organized table of contents-style index will be acceptable.
3. Question: We understand that as the prime contractor we are required to provide details on 3 past projects. However, we also intend to have a subcontractor handle the air handling and in tunnel water control. How many past projects are required for our subcontractor?
Response: The solicitation requires the prime contractor to provide information on three past relevant projects. If you are relying on a subcontractor's experience and qualifications to demonstrate the team's ability to perform specific aspects of the work, you may include relevant past project information for that subcontractor as well. However, there is no separate minimum requirement for the subcontractor to submit a specific number of past projects unless otherwise stated in the solicitation. Offerors should provide sufficient information to demonstrate the experience and capabilities of all key team members proposed for the project.
4. Question: SECTION 48 13 07 requires us to align the unit to meet or exceed FIST 2-1 tolerances unless otherwise noted. To reliably achieve FIST 2-1 tolerances, we would want the unit in a free shaft condition. This would require removing the guide bearings which we did not believe was intended to be part of the scope. As such, we have two questions:
a. Is the intent of the spec to ensure we maintain the current alignment? (with the exception of resolving the current Turbine/Intermediate Shaft Coupling misalignment. Note 3.02 F)
b. If the intent of the spec to have the final product compliant with FIST 2-1 tolerances, can the government please provide drawings for the generator side of the unit including:
i. Guide Bearings
ii. Generator thrust assembly
iii. Rator/stator
Response: Yes, the intent is to maintain the current alignment in accordance with FIST 2-1 Section 2.6.6. The Contractor will need to access the upper guide bearings to accomplish this, however, removal of the guide bearings is not anticipated. Additional manufacturer drawings have been provided under Section J, Attachment 6.
