About this file
This is a Questions and Answers document for Solicitation 140R20260006, issued by the Bureau of Reclamation for the Stampede Penstock and Butterfly Valve Rehabilitation project.
The document addresses ten key inquiries from potential offerors regarding contract specifications and project requirements. Notable clarifications include: (1) water control during head gate spot repair work falls to the contractor under Specification Section 31 03 33, with no government-provided bulkhead available; (2) the revised Price Schedule in Section B addresses questions about square footage quantities for CLIN items 3, 4, 5, and 6, which represent coating and spot repair work; (3) available power consists of multiple 70A receptacles at 480V/3-phase in the turbine room and generator deck, plus a 60A receptacle at 240V/3-phase in the gatehouse, with no fire watch required for generators outside normal working hours; (4) only one NACE Level 3 Coatings Inspector is required with no restrictions on additional duties; (5) drainage water from the 90-inch outlet can be pumped through two 4-inch drain gate valves at manhole locations or via a 6-inch gravity drain at the tunnel invert; (6) the 42-inch butterfly valve seats may be removed and replaced in-place without valve removal, while the 24-inch valve requires full removal and in-kind replacement; and (7) coating limits on the 12-inch vent pipe include all removable components above the concrete floor. The document serves as an amendment clarifying contractual and technical requirements for competitive bidding purposes.

Stampede Penstock and Butterfly Valve Rehab
Offeror Questions and Answers
1. Question: Under spec section 099620, tabulation no. 9, it calls for spot repair of the damaged downstream side of head gate for the 90” outlet pipe. Due to unknown severity of water leaks, it is highly unlikely the seal leakage can be controlled enough to still allow sufficient surface preparation and coating of the head gate unless the main intake plug/bulkhead is installed. Otherwise, this work scope would be limited to a best effort scenario, or not even possible based on where the damage is, without mandatory installation of the intake plug/bulkhead. (Typically with the headgate seal leaks, there are multiple concentrated leaks that come from the sealing surfaces and shoot strong streams of water out and also water mist/spray that is not easily contained and still be conducive to prep/coating work on the actual gate).
Response: The Contractor is responsible for making reasonable efforts to control water in accordance with Specification Section 31 03 33 – Removal and Control of Water and as determined by the COR. This may include multiple iterations of inspections and operations of the headgate to clear any debris and obtain a better seal. The Government will not have a bulkhead available for use during the period of performance of this contract.
2. Question: Under the price schedule there are no square footage quantities listed for CLIN items 3,4,5, and 6. Does the BOR intend for the contractor to list assumed square footage quantities along with the square footage unit price? Or provide a lump sum for CLIN 3,4, and 5? Typically, a baseline quantity is provided to base the unit price on especially when it’s random spot repair.
Response: See revised Price Schedule in Section B.
3. Question: The CLIN item 6 (coating spot repair) pricing will differ greatly based on if the contractor assumed square footage is 50 or 1,000 as an example. An assumed square footage that all bidders can reference would provide the BOR with more consistent pricing. Also note, the BOR may want to consider separating the spot repair sq/ft of the 90” outlet work head gate versus the exterior of the 12” & 14” air vac pipe spot repair for example, because of the differing level of effort and cost to perform those two differing work scopes.
Response: See revised Price Schedule in Section B.
4. Question: Per spec section 015100, 1.03 Temporary Electricity, just want to clarify that 100% of electrical needs, whether basic 110v up to 480v are to be provided by contractor generators. These generators will be required to run 24 hours per day during certain work scopes (running water pumps, dehumidifiers, etc). Will the BOR require a “fire watch” for the generators running during the night outside of “normal” working hours.
Response: There is 480V / 3-phase power available for Contractor use at the following locations:
a single 70A receptacle in the turbine room sump near the Unit 1, 42" butterfly valve; a single 70A receptacle in the turbine room near the Unit 2 turbine; a single 70A receptacle outside on the generator deck; and a single 45A receptacle in the control building. There is also a single 240V / 3-phase, 60A receptacle in the gatehouse building. Power cannot be guaranteed due to unforeseen power outages outside of Reclamation's control. A fire watch will not be required for the generators outside of “normal” working hours.
Amendment No. 004 Solicitation No. 140R2026R0006
5. Question: Per spec section 099620, 1.03 Submittals – Item E., #3. & #4. “Coating Inspectors”, please clarify that the Coating Inspector (NACE CIP Level 3) can be in-house contractor provided OR must be third-party. Assuming the intent is to have the contractor provide an Inspector to meet the requirements listed under #3 or #4, and not to provide two separate coating inspectors for this project. Also please clarify if Coating Inspector shall have no other duties.
Response: The Contractor is only required to provide one NACE Level 3 Coatings Inspector.
There are no restrictions on duties for the Coating Inspector.
6. Question: Can the BOR provide further information/details on where in the plant it will be acceptable to pump drainage water to from the 90” outlet? (Appears to be a drain/sump system under the 90” outlet pipe that may be used?)
Response: There are two 4-inch drain gate valves located at the pipe invert where the manholes are located (refer to Section A-A and Section C-C of drawing 949-D-17 for drain details). In addition, there is a 6-inch diameter gravity drain located at the tunnel invert, beneath the 90-inch pipe (refer to drawing 949-D-8 for drain details). It is expected that the 6-inch gravity drain can accept all of the anticipated leakage water.
7. Question: 42” BF Valve removal – Confirm that will include the adjacent coupling and spool providing a full 42” Ø access.
Response: The 42-inch butterfly valve seats can be removed and replaced without removing the valve from the pipeline. Contractor shall coordinate with manufacturer for removal and installation requirements.
8. Question: 24” BF Valve removal - Confirm that will include the adjacent coupling and spool providing a full 24” Ø access.
Response: The Contractor is responsible for the removal and disposal of the 24-inch diameter butterfly valve and associated motor operator only. This butterfly valve and motor operator shall be replaced in-kind. The Contractor is permitted to remove and disconnect adjacent coupling and spool if necessary to perform the valve removal and disposal.
9. Question: Power – This project requires Dehumidification equipment run continually during the surface preparation and coatings process. In leu of operating diesel generators 24/7 please confirm that 480V/3 phase power is available for our use at the powerhouse area. Confirm the available amperes and location
Response: See response to Question 4.
10. Question: In addition, it would be helpful to clarify the limits of coating on the 12" vent pipe.
Does the BOR want to coat the 12" vent pipe section that is encased in concrete down to the headgate area in 90" outlet tube?
Response: The physical limits of coatings on the 12-inch vent pipe include all removable components above the concrete floor.
