About this file

This is a specifications section for fire protection and prevention requirements under a federal construction contract for the Stampede Penstock and Butterfly Valve Rehabilitation project at the Washoe Project in California (Specifications No. 20-C0943).

The contractor must prepare and implement a comprehensive fire protection and prevention plan covering all construction phases, complying with Federal, State, and local codes and regulations as administered by the California Department of Forestry and Fire Protection (CalFire). All costs associated with fire protection must be included in the prices offered in the Price Schedule. The contractor is required to coordinate with CalFire to attend preconstruction safety meetings and schedule reasonable time during toolbox and safety meetings for CalFire representatives to provide fire hazard training to employees.

Execution requirements include creating defensible space and fire breaks around offices, shops, and work areas by clearing flammable vegetation; maintaining access and haul roads by removing combustible materials with gravel placement or herbicide treatment to prevent regrowth; and clearing 25 feet around stationary work areas where spark-producing equipment is used. Fire tools must be maintained throughout the site, including round-point shovels (minimum 46 inches) and pressurized fire extinguishers (3-5 gallon capacity depending on application). Passenger vehicles must carry 3-gallon minimum fire extinguishers, and internal combustion engines must be equipped with spark arresters or properly maintained for fire prevention. A water truck with 300-gallon minimum capacity, 500 feet of 1.5-inch hose, nozzle, and pressure pump with trained operator must remain on site and immediately available for fire suppression duty during all work hours.
