About this file

This is a specification section for water removal and control work associated with the Stampede Penstock and Butterfly Valve Rehabilitation project on the Washoe Project in California (Specifications No. 20-C0943).

The contractor must design, install, operate, maintain, and monitor two primary water management systems. First, the contractor shall manage leakage from the 90-inch outlet works (anticipated at up to 25 gallons per minute from upstream headgate seals) through contractor-designed water control facilities installed downstream of the headgate. Payment for this work is a lump sum price as offered in the price schedule. Second, the contractor must provide a water transport system capable of delivering a minimum of 30 cubic feet per second (cfs) into the Little Truckee River during the 90-inch outlet work outage, supplemented by the Bureau of Reclamation's 14-inch bypass line (providing maximum 15 cfs). Water delivery is paid on a unit price basis according to volume pumped, not to exceed volumes determined by the Contracting Officer Representative (COR). The contractor shall pull water from a minimum of 20 feet below the reservoir surface and maintain river temperature between 45°F and 65°F through strategic intake placement. Temperature monitoring is required at five specified locations (one at Stampede stilling basin, one at Boca Reservoir inlet, and three intermediate locations approved by COR, spaced minimum 1.0 mile apart) with daily readings between 1:00 PM and 4:00 PM using ±1.0°F accuracy probe-style devices. The contractor must establish notification and restoration systems ensuring pumps or siphons are restored to operation within one hour of shutdown. Submittals required include the Headgate Leakage Control Plan (RSN 31 03 33-1), Water Delivery Plan for River Minimum Flow Requirements (RSN 31 03 33-2), and River Temperature Recording documentation (RSN 31 03 33-3), all detailing equipment specifications, design methods, system capacity, controls, discharge locations, and backup systems. Upon completion of penstock and valve work, the contractor shall remove all installed water control and transport systems as directed by the COR.
