About this file
This document is Section 01 57 30 of the specifications for the Stampede Penstock and Butterfly Valve Rehab project on the Washoe Project in California (Specifications No. 20-C0943), addressing water pollution control requirements for the construction contract.
The specification establishes comprehensive water pollution control obligations for the contractor, including preparation and implementation of a Stormwater Pollution Prevention Plan (SWPPP) developed by a Qualified SWPPP Developer (QSD) and implemented by a Qualified SWPPP Practitioner (QSP). The contractor assumes full responsibility for site stormwater management from issuance of the Notice of Intent (NOI), including monitoring sediment and erosion control measures, taking corrective actions, submitting required reports, and filing notice of termination upon final site stabilization. Key regulatory frameworks include Clean Water Act Sections 401, 402, and 404; California's Construction General Permit Order No. 2009-0009-DWQ; 40 CFR Parts 112, 122, 123, 230, and 231; and standards from the Bureau of Reclamation, California Department of Fish and Wildlife, and CALTRANS. The contractor must implement sediment and erosion controls, wastewater and stormwater management, spill prevention measures, and construction site management practices. Specific requirements include establishing stabilized construction entrances, performing street sweeping, using concrete washout areas, implementing turbidity prevention methods, maintaining petroleum product storage tanks at least 100 feet from water sources with appropriate diking and liners, and covering inactive stockpiles. The contractor must perform pre-storm, daily-storm, post-storm, weekly, and quarterly inspections; conduct water quality sampling for pH and turbidity at discharge points; and retain all records for three years. Water pollution control costs are included in prices for other contract items and do not receive separate payment.

b. Prevent wastewater from general construction activities such as drainwater collection, aggregate processing, concrete batching, and drilling, grouting, or other construction operations, from entering flowing or dry watercourses without the use of approved turbidity control methods.
c. Divert stormwater runoff from upslope areas away from disturbed areas.
2. Turbidity Prevention Measures:
a. Use methods for prevention of excess turbidity which include, but are not restricted to, intercepting ditches, settling ponds, gravel filter entrapment dikes, flocculating processes, recirculation, combinations thereof, or other approved methods that are not harmful to aquatic life.

1. Pursuant to Section 311 of Clean Water Act, Contractor shall prepare SPCC whenever locations of construction site are such that oil from an accidental spillage could reasonably be expected to enter into or upon navigable waters of the United States or adjoining shorelines and aggregate storage of oil at site is over 1,320-gallons or a single container has capacity in excess of 660-gallons.
2. SPCC shall be reviewed and certified by a registered professional engineer.
3. Prevent contamination of streamside soil and watercourse from cement; concrete or concrete washing, asphalt, paint or other coating materials, oil or other petroleum products and hazardous materials.
4. Clean up spills and notify COR immediately of any spill and cleanup procedures.
5. Provide staging and storage areas outside stream zone for equipment, construction materials, fuels, lubricants, solvents, and any other possible contaminates.
6. Perform refueling and vehicle maintenance at least 100-feet from potential receiving waters.
7. Inspect equipment to ensure seals prevent any fuel, engine oil or other fluids from leaking.

Do not stockpile or deposit excavated materials or other construction materials, near or on, stream banks, lake shorelines, or other watercourse perimeters where they can be washed away by high water or storm runoff or can in any way encroach upon the watercourse.
b. Cover inactive stockpiles with plastic. Inactive is defined as not scheduled to be re-disturbed for 14-days or more.
c. Install straw waddles around all stockpiles.
3. Petroleum Product Storage Tanks Management:
a. Place oil or other petroleum product storage tanks at least 100-feet from streams, flowing or dry watercourses, lakes, wetlands, reservoirs, and any other water source.
b. Do not use underground storage tanks.
c. Construct storage area dikes at least 12-inches high or graded and sloped to permit safe containment of leaks and spills equal to storage tank capacity located in the area plus sufficient freeboard to contain the 25-year rainstorm:
1) Line diked areas with an impermeable barrier at least 50 mils thick.
