About this opportunity
The Department of Energy Office of Science, which operates SLAC National Accelerator Laboratory through Stanford University, is soliciting sources for a Job Order Contract to provide construction, alteration, and repair services on the SLAC campus in Menlo Park, California, with response expressions of interest due September 28, 2026. This is a sources-sought pre-solicitation notice; the draft RFP has been posted but formal bidding has not yet opened.
The contract structure consists of a one-year base period with a $10 million not-to-exceed price, followed by four one-year option periods at $10 million each, exercisable at SLAC's discretion. Work encompasses scientific, industrial, office, civil, and utility projects plus minimal design services. Pricing is based on Gordian's Construction Task Catalog with preset unit prices; offerors will propose standard work coefficients (6:00 a.m.–6:00 p.m., Monday–Friday), non-standard work coefficients (outside standard hours), and non-prepriced work coefficients. The minimum coefficient is 1.00; negative coefficients are not permitted. Gordian System License Fees apply at 5 percent of work value up to $6 million cumulative, then 1.95 percent thereafter.
Place of performance is SLAC National Accelerator Laboratory, Menlo Park, California. The contract requires Davis-Bacon prevailing wages per California wage determination CA20260018, effective September 17, 2026, covering 17 California counties. Performance bonds and payment bonds equal to the fixed award value are required for task orders of $35,000 and over. Certificates of insurance with coverage limits ranging from $2 million to $5 million depending on subcontract value are mandatory, along with Professional Errors and Omissions Insurance of not less than $1 million per claim for design subcontracts of $25,000 and over.
Key personnel requirements include a Program Manager with minimum 10 years construction experience and 5 years JOC experience; a full-time on-site Project Manager with 5 years JOC experience, 48-hour response to standard task order requests, and 2-hour response to emergency requests; a Superintendent with 5 years JOC experience; a Site Safety Health Officer with OSHA 30-hour certification and 5 years safety experience; a Quality Control Manager; and an Estimator with 5 years experience including 3 years JOC estimating. All personnel and subcontractor employees must comply with Department of Energy Worker Safety and Health Program requirements under 10 CFR 851, which are more stringent than California OSHA requirements.
Technical and design standards address electrical design (medium voltage dual-source feeds, underground feeders in concrete ductbanks, arc-resistant switchgear, lighting at specified foot-candle levels with occupancy sensors, UPS systems, diesel generators at approximately 130 percent of designed load, SCADA metering using Modbus TCP/IP, photovoltaic systems providing minimum 7.5 percent of annual building energy, and EV charging stations at 6 percent of new parking), sewer services (gravity pipelines with minimum 6-inch main diameter, PVC SDR 26 pipe, maximum 1 percent slope for 6-inch sewers, 3-foot minimum cover depth, lift stations with HDPE SDR11 forcemains), water services (minimum 6-inch main diameter, PVC C900 DR14 material, maximum 80 psi service pressure with minimum 35 psi, 10-foot horizontal separation from sewage lines, dual Reduced Pressure Principal Backflow Prevention Assemblies for all new buildings), seismic design per 2022 California Building Code Risk Category II with site-specific acceleration values ranging 0.75g–1.03g, and fire protection per DOE-STD-1066-2023. Landscape projects must exclude 25 prohibited invasive species and prioritize native California plants; design drawings must follow SLAC standards including AutoCAD and Revit formatting requirements.
The source selection process is two-step: Step 1 evaluates qualifications (California contractor's licenses, safety compliance with EMR less than 1.0, minimum three years local presence within 100 miles of SLAC, federal construction project experience, past performance with minimum three customer questionnaires, JOC/IDIQ experience, and financial capacity), with the top three offerors advancing to Step 2. Step 2 requires separate technical and pricing proposals, with technical proposals evaluated on project approach, ES&H program, key personnel experience, quality assurance, concurrent project staffing capacity, and schedule. Price proposals are evaluated separately for completeness, realism, and reasonableness. SLAC reserves the right to award to a higher-priced offeror if technical superiority justifies the cost difference and may conduct discussions or award without discussions.
Mandatory preaward certifications include current SAM.GOV registration in good standing, registration with suppliers.slac.stanford.edu, and approved ISNetworld profile. E-Verify enrollment or commitment to enroll within 30 days of award is required. All representations and certifications must remain valid through contract award plus 90 days. Proposals must be valid for 90 days, and all priced options must remain valid through contract end. Interested vendors should express interest through this SAM.GOV posting or email the procurement specialist, Matt Mezzetta (mezzetta@slac.stanford.edu), to be added to the Interested Vendors List. The draft RFP is available in the posted attachments; formal RFP release has not yet occurred.

SLAC Job Order Contracting
SLAC has a requirement for Job Order Contract (JOC) services to support construction, alteration, and repair of scientific, industrial, office, civil, utility projects, and minimal design on the SLAC campus. SLAC also has a need for project management, planning, estimating, labor, transportation, materials, equipment, tools, supervision, and other associated tasks necessary to fulfill the construction requirements of each JOC Task Order.
The Contract Documents include a Construction Task Catalog® containing Prepriced Tasks for construction work with preset Unit Prices. All Unit Prices are based on local labor, material and equipment costs and are for the direct cost of construction.
This contract will provide for a one (1) year Base Period and up to four (4) Option Periods. All Task Orders issued during any term of this Contract shall be valid and in effect notwithstanding that the Detailed Scope of Work may be performed, payments may be made, and the guarantee period may continue, after such period has expired. All terms and conditions of the Contract apply to each Task Order.
As Projects are assigned, the Contractor will attend a Joint Scope Meeting with SLAC to review and discuss the proposed work. SLAC will prepare a Detailed Scope of Work and issue a Task Order Request for Proposal to the Contractor. The Contractor will then prepare a Task Order Proposal including a Price Proposal, construction schedule, list of proposed subcontractors, and other requested documentation.
Full project details and requirements can be found in the SOW and supporting documentation.
