About this file
Request for Proposal #368624 for Job Order Contract Construction Services
SLAC National Accelerator Laboratory, operated by Stanford University for the U.S. Department of Energy, is soliciting proposals for a Job Order Contract (JOC) for construction services. The source selection process is conducted in two steps: Step 1 requires submission of qualifications statements, with the top three (3) most qualified offerors advancing to Step 2, which entails submission of separate technical (Volume I) and business/cost (Volume II) proposal volumes. Proposals must be submitted electronically in searchable PDF format to Matt Mezzetta at mezzetta@slac.stanford.edu. Site visits are mandatory during the Step 2 phase, with dates to be determined. Offerors must acknowledge receipt of the RFP and intent to submit within five (5) business days. Proposals must remain valid for 90 days after submission, and all priced options must remain valid through the end of the project. The contract is subject to Davis-Bacon Act requirements; offerors must be aware of DOE WH Publication 1321 regarding prevailing wage requirements for federal construction projects.
Award eligibility requires offerors to maintain active registration in the System for Award Management (SAM.gov) in good standing (non-debarred status), registration with the University's procurement system at suppliers.slac.stanford.edu, and an approved ISN profile through isnetworld.com. Payment and Performance Bonds are required for all job orders equal to or greater than $35,000, including change orders that cause base scope to exceed this threshold. Payment terms are Net-30 unless otherwise indicated. Within thirty (30) days of award, the awardee must provide proof of enrollment in the E-Verify program or face potential subcontract cancellation. Proposals should provide clear, concise rationale demonstrating how the offeror will meet requirements rather than simply restating SLAC's specifications. Information beyond what is required shall not be submitted unless essential to support cost position, and all cost-related information must be included exclusively in the Business/Cost Proposal volume. Elaborate brochures, binding, detailed artwork, or other embellishments are not desired.
