About this file
This document is the Instructions to Offerors (ITO) for SLAC National Accelerator Laboratory's Request for Proposals (RFP #368624) for a Job Order Contract (JOC).
The procurement employs a two-step source selection process: Step 1 evaluates offeror qualifications to select three finalists, and Step 2 requires selected offerors to submit detailed Technical and Price proposals for best value evaluation. SLAC is operated by Stanford University for the U.S. Department of Energy, making this a federal construction project subject to DOE wage requirements (WH Publication 1321). Proposals must be valid for 90 days and submitted electronically in searchable PDF format with separate volumes for qualifications, technical approach, and pricing. Step 1 Qualification Submittals must include: a cover sheet, letter of introduction (maximum 3 pages), and five evaluation factors covering statement of qualifications (California contractor's licenses, background statements on license revocation, debarment, criminal history, local presence, and federal project experience), safety performance (EMR, OSHA 300 logs, safety narrative, environmental compliance history, and Safety Qualification Form), past performance (minimum 3 customer questionnaires and 3-5 project descriptions), corporate experience (JOC/IDIQ project management and subcontractor diversity), and financial capacity (largest completed project, surety bonding letter, lines of credit, and Dun & Bradstreet report).
Step 2 submissions consist of Volume I (Technical Proposal, 100-page maximum) and Volume II (Price Proposal, 100-page maximum). Technical proposals must address: project approach for seed project scope with minimal facility disruption, environmental compliance background, project-specific assumptions, detailed onsite ES&H program implementation, key personnel resumes (Project Manager, General Superintendent, Quality Control Manager, Site Safety Officer), quality assurance methodology, staffing for concurrent projects, capacity and consultant qualifications, and a comprehensive project schedule with detailed work breakdown. The pricing structure uses the Gordian JOC System Construction Task Catalog with pre-priced line items; offerors propose standard work coefficient rates (normal business hours Monday-Friday, 6:00 AM–6:00 PM, excluding SLAC holidays) and nonstandard work coefficient rates (outside normal hours, weekends). The minimum coefficient allowed is 1.00 with no negative coefficients accepted. Offerors must complete RFP Section A (signed subcontract form), Section B (pricing schedule with coefficients and design fees), and provide labor rate sheets through the performance period end. Required submittals include IIPP Form (Section J, Attachment 03), Small Business Subcontracting Plan (Section J, Attachment 7), acknowledgment of all amendments, and SAM.GOV Representations & Certifications. All offerors must be registered with SAM.GOV and SLAC's supplier portal. The Procurement Specialist, Matt Mezzetta (mezzetta@slac.stanford.edu), is the sole point of contact; all questions must be submitted in writing using the Question and Answer Log.

The Gordian JOC System will be utilized for this contract. All line items in the Gordian JOC System Construction Task Catalog (CTC) are considered pre-priced line items. The offeror will be responsible for proposing two priced elements – standard work and non-standard work coefficient rates.
The IDIQ contract will be awarded with a single standard and nonstandard work coefficient rate.
Projects categorized as standard work take place during normal working hours (6:00am – 6:00pm), Monday through Friday excluding SLAC holidays. Projects categorized as nonstandard work typically take place outside of the normal working hours. The nonstandard coefficient may be utilized to account for working on weekends and working during nonstandard hours only.
Pricing Schedule: Offerors shall complete the Pricing Schedule located in Section B of the solicitation by inserting its proposed standard and nonstandard coefficient rates and minimal design fees for each Contract Line-Item Number (CLIN), including all option periods.
Offerors shall fully explain the basis for development of its coefficients and design fees.
Unreasonably high or unrealistically low coefficient rates or minimum design fees, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirements, or the coefficient amount represent an unacceptable risk to the Government. The purpose of the coefficient is to capture most common, recurring project costs within a single figure in order to simplify and reduce repetitiveness in cost estimates. All cost estimates proposed will reflect the coefficient factor in effect at the time of submission. The lowest coefficient allowed will be 1.00, no negative coefficients will be accepted.
