About this file
This document is a General Terms and Conditions Supplemental Rider for SLAC National Accelerator Laboratory (SLAC) that modifies the base General Terms and Conditions in accordance with DOE Contract No. DE-AC02-76SF00515. The rider is effective August 2026 and applies to all subcontracts issued under this contract.
The document incorporates multiple FAR clauses by reference applicable to subcontracts, including provisions addressing small business utilization, DEI discrimination, biobased products, ozone-depleting substances, Buy American requirements, text messaging while driving, commercial products and services, and vessel preference. Several FAR clauses are deleted by reference, including those addressing EPEAT-registered products, energy efficiency, segregated facilities, and equal opportunity. The rider reflects Policy Flash 2026-05 changes that increase thresholds: the micro-purchase threshold rises from $10,000 to $15,000; the simplified acquisition threshold increases from $250,000 to $350,000; and the small business subcontracting plan threshold increases from $750,000 to $900,000 (with construction subcontracting threshold increasing from $1.5 million to $2 million). The cost or pricing data clauses and Cost Accounting Standards disclosure requirements apply to subcontracts valued at $2.5 million or more. Additionally, the rider updates the invoicing and reimbursement link for suppliers working with SLAC.
