About this opportunity
The Indian Health Service, Department of Health and Human Services, is soliciting proposals for the construction of the new Pueblo Pintado Health Center, a 125,884 gross square foot healthcare facility designed to serve approximately 6,000 American Indian and Alaskan Natives in the Crownpoint Service Unit of New Mexico. The project includes constructing a modern, technologically advanced facility with expanded outpatient services, community health departments, and ancillary support services, incorporating both Indian Health Service and tribally operated health programs to improve collaboration between the Navajo Nation and IHS. Contractors must demonstrate technical experience with similar healthcare construction projects of at least 50,000 square feet completed within the last six years, submit comprehensive technical and price proposals, and provide a bid guarantee of 20% of the bid price or $3 million, whichever is less. The solicitation will be evaluated using a best value tradeoff process where all non-price factors (technical experience, approach, key personnel, and past performance) are equal in importance and, when combined, approximately equal to price. The current proposal submission deadline is July 15, 2025, at 5 PM Mountain Time, with a pre-proposal teleconference scheduled via Microsoft Teams.
This is an unrestricted, full and open competition with no set-aside designations, utilizing NAICS code 236220 (Commercial and Institutional Building Construction) with a $45 million size standard for small business eligibility. The project magnitude is anticipated to exceed $10 million and will be awarded as a firm-fixed-price contract with an extended performance period of 900 calendar days from the notice to proceed. Construction will take place on a 108-acre tribal trust land site in Pueblo Pintado, New Mexico, located approximately 89.80 kilometers west/southwest of Cuba and 65.82 kilometers northeast of Crownpoint. The government will provide five acres of land at no cost for temporary housing to support the contractor's workforce during construction. The facility will serve eleven communities including Counsellors, Cuba, Haspah, Ojo Encino, Pueblo Alto, Pueblo Pintado, Rincon Marcus, Star Lake, Tinian, Torreon, and Whitehorse Lake, representing a significant infrastructure investment in healthcare services for the Navajo Nation.
