SUMMARY OF CHANGES
Q1. Can we request the plans in CAD?
A1. IHS does not provide CAD drawings to bidders prior to award.
Q2. Would IHS consider amending the past performance requirements regarding Relevant project size to 70,000SF and/or completed in the past 8 years?
A2. The Relevant project size and project Recency stated in Section L of the Solicitation remains unchanged (100,000 SF and completed in the past 6 years).
Q3. We are bidding as a subcontractor, are we bidding to GC? Are we going through building connected or are we going to sam.gov?
A3. As a subcontractor, you must submit your bids to the GC. A list of GCs that attended the pre‐ proposal conference is listed below along with contact information.
Q4. In regards to the pending award and subsequent contract. Will that be issued by the IHS or the DES?
A4. DES (Division of Engineering Services) is an office within IHS. Therefore, the awarding office will be IHS/DES – Seattle.
Q5. Do you have any recommendations on how best to obtain the tribal tax amount?
A5. Please reference Section B.1 of the Solicitation. As a reminder, TERO does not apply to this project.
Contractors are responsible for ensuring they are paying the proper tax rate to the proper authorities as required by all federal, state, local, and tribal laws.
Q6. I wanted to ask you about a list of General Contractors interested in Bidding on this project. If you have any General Contractors that may have made it to your pre‐bid would be great so that we may provide our estimate to them on Bid day.
A6. Please see list of Pre‐Proposal Conference Attendees below. General Contractors are identified in the list.
Q7. The purpose of my email is to notify you of our intent to submit a substitution request for approval.
I understand the instructions specify time restrictions and the documents required for submitting substitution requests during the bidding period. Any direction you can offer is appreciated.
A7. Per Section H.16 of the Solicitation, material substitutions and requests for approved equivalents will not be reviewed, evaluated, or addressed during the solicitation phase. Materials, supplies, and equipment identified in the specifications and drawings that are no longer in stock or no longer being manufactured or obtained may be brought to the attention of IHS for review.
