About this opportunity
The Albuquerque Area Indian Health Services (AAIHS), a division of the Department of Health and Human Services, is soliciting professional physician and ambulatory healthcare services to provide medically necessary outpatient and inpatient specialty care for eligible American Indian and Alaskan Native beneficiaries in New Mexico and Colorado through its Purchase/Referred Care (PRC) program. Proposed services include cardiology, orthopedics, radiology, general surgery, oncology, podiatry, dialysis, ophthalmology, urology, air ambulance services, and related specialties, which will be delivered at the contractor's facility rather than at IHS clinics or hospitals. Contractors must maintain Joint Commission accreditation (or CMS equivalent), hold active state licenses with appropriate board certifications, carry medical liability insurance of at least $1,000,000 per occurrence with three-year tail coverage, and demonstrate cultural awareness for American Indian and Alaskan Native populations. Reimbursement will be based on Medicare-Like Rates (MLR) as established in the IHS Final Rule dated March 21, 2016, with contractors required to accept MLR assignment as payment in full. The government will evaluate offers based on technical merit and past performance equally weighted with price, and the proposal deadline is February 3, 2027, at 12:30 p.m. Mountain Standard Time.
This is a "Buy Indian" set-aside procurement with no identified incumbent contractors. The contract will have a base period of one year with option years extending to a maximum of five years total, commencing upon award. No specific budget or award value ceiling is stated in the solicitation documents, though the estimated annual savings from implementing Medicare-like rates government-wide is approximately $32 million. Contractors must submit claims within 30 days using CMS-1500 forms and IHS Purchase-Delivery Order forms (IHS 843-1A) to the IHS PRC Fiscal Intermediary, Blue Cross Blue Shield of New Mexico in Dallas, Texas. Services will be performed at the contractor's facility located within the geographic service area covering New Mexico and Colorado, with the primary IHS contracting office located at 4101 Indian School Road NE, Altura Building Suite 225, Albuquerque, New Mexico 87110.
