About this file
This is Amendment 07 to solicitation 75H70125R00026 for the Pueblo Pintado Health Center Construction project, which extends the proposal due date to March 21, 2025 and provides responses to contractor questions about specifications and drawings.
The amendment includes various technical clarifications and updates, including the addition of fire alarm specifications, access control specifications, and uninterruptible power supply specifications. Key updates address structural drawings with added column and beam sizes, architectural interior revisions, and electrical drawing corrections. The amendment also provides important project location details - the new health center will be built on a 108-acre tribal trust land site in Pueblo Pintado, approximately 89.80 km W/SW of Cuba, NM. Notable clarifications confirm there are no liquidated damages for this project, contractor is not responsible for utility work/transformer costs at this time, and while temporary worker housing via trailers may be permitted, this must be coordinated with the Navajo Nation. The amendment also updates several FAR provisions related to biobased products and sustainability requirements while deleting greenhouse gas emissions disclosure requirements.

SUMMARY OF CHANGES
A. Provide a list of questions and answers:
Question: Contractor requests fire alarm spec (28 31 12).
Response: Specification 28 31 12 ‐ FA System added as a part of Amendment 06
Question: Is there a 28‐15‐000 spec for Access Control? Do not see in the bid documents.
Response: Specification 28 15 00 ‐ Access Control is included with this amendment.
Question: Nurse Call / Paging integration: Are you open to alternate products? In respect to Nurse Call integration specs, Biamp Vocia is most applicable.
Response: Alternate products can be provided as long as system specifications requirements and operation are met. Alternate products will not be reviewed until after the contract has been awarded.
Question: Nurse Call: Rauland 5 is spec’d as manufacturer, but elsewhere in the section a defunct Dukane system is mentioned. If two‐way communication in necessary, Rauland is the correct product.
Response: Nurse Call specification should be specified around Rauland 5, reference to Dukane system shall not be part of specification.
Question: Please provide specifications for UPS‐R shown on E601.
Response: Specification 26 33 53 ‐ Uninterruptible Power Supply is attached to this amendment.
Question: As of now, we have a weight allowance added for the end connections for the T‐shaped double beam at detail8/S‐526, will there be a detail for this in the future? This same allowance/question is applied to the HSS at the top of this same detail.
Response: Please see attached updated drawings.
Question: There is a group of beams connecting to a cluster of 5 columns on S‐112E gridline R1‐L4 that are not sized, can you provide a beam size?
Response: These members are tagged in the attached updated drawings.
Question: Can you confirm the column size located on S‐111B close to gridline 14‐Z (column for canopy)?
Response: This column is tagged in the attached updated drawings.
Question: Is contractor to include costs for utility work by others? Transformer cost? If yes, is there a POC for NTUA to coordinate? Please clarify.
Response: Contractor is not to include this cost in the proposal. The utility work still being determined at this time and may or may not be included later as a modification to the award.
Question: Is contractor responsible for any of the proposed lease boundaries shown? Please clarify.
Response: No, there isn’t any scope associated with the lease boundary at this time. However, if you are referring to the perimeter fence, the contractor is responsible for this.
Question: What type of living quarters will be permissible near the job site? Given it's remote location, we are exploring options for housing staff for the project duration and need to estimate costs.
Response: On past projects the Navajo Nation has allowed trailers for workers for temporary living quarters. This needs to be established with the tribe prior to assuming this will be allowed at this project location. The contractor will be responsible for developing the site and getting utilities to their trailers.
Question: Can you provide any additional insight as to where this project is at?
Response: The new health center will be located on an 108 acre site on tribal trust land in Pueblo Pintado.
Site is within the Pueblo Pintado (Nahodeeshigiizh Ch’inilini) Chapter area, located approximately 89.80 km W/SW of Cuba, 65.82 km NE of Crownpoint, and 231.32 km NW of Albuquerque, NM within the Crownpoint Service Unit (CSU), part of the Navajo Area Indian Health Service (NAIHS).
