About this opportunity
The Department of the Navy Naval Facilities Engineering Command is procuring design-build services for the Low Altitude Radio Communication System (LARCS) Communication Towers project at Marine Air Ground Task Force Training Command in Twentynine Palms, California. The contract requires contractors to design and construct four new 140-foot communication towers and restore/modernize seven existing communication towers on remote mountaintops and hilltops, with most sites accessible only by helicopter and lacking basic utilities. Key qualifications include NAICS code 237130 (Power and Communication Line and Related Structures Construction) and National Association of Tower Erectors (NATE) certification. The government will use a best-value source selection approach with technical factors and past performance weighted significantly more heavily than price, along with evaluation of small business utilization (minimum 17% participation required), safety records, and construction experience on projects exceeding $2 million. Phase One proposals were due April 24, 2025, with Phase Two discussions opened on January 26, 2026, discussions closed on February 12, 2026, and Final Proposal Revisions requested on February 12, 2026.
This is an unrestricted, full and open Firm-Fixed-Price Design-Build contract with no set-aside designations, though HUBZone small businesses receive price evaluation preference. The estimated contract value is approximately $41 million with a 1,460-calendar-day performance period, consisting of 11 base bid items and two option items. The solicitation encourages joint venture partnerships and requires contractors to provide all necessary utilities to remote sites and coordinate with Naval Sea Systems Command (NAVSEA), which will provide communication infrastructure support and Government Furnished Equipment for contractor installation. Work will be performed exclusively in Twentynine Palms, California at the Marine Air Ground Task Force Training Command, with site access restricted to helicopter transportation for most locations and daylight-hours-only contractor presence due to ongoing military training activities. The project requires a Project Labor Agreement and Davis-Bacon prevailing wage compliance for construction workers in San Bernardino County.
