Range Contractor Communication. The range area has poor cellular communication reception and transmission not conducive for Contractor reliable means of communication. The Base shall provide Government LMR based radios programmed for Contractor usage during the project duration. Radios shall be leased to qualified Contractor personnel during the project after the completion of MAGTFTC training on proper radio usage and operation.
Public Works Division’s Land Mobile Radios are Marine Corps assets, and PWD is responsible for these radios. Hence, PWD will not lease out any radios to the Contractor (KTR). When construction starts, KTR will check out radios and charging dock from the Responsible Officer (RO) in PWD. KTR is allowed to check out up to ten (10) radios for the maximum duration of 30 days temporary loan. With the presence of the RO and KTR, all serial numbers MUST BE recorded and documented in the logbook.
Every 30 days KTR and RO or assigned Government representative will meet to inventory ALL Government Furnished Equipment. After checking the assets, if no missing items or no discrepancies are found, the RO will let KTR check out the assets for the next 30 days. Inspection of all assets are required, and no partial inspection is allowed. All checked out assets must be present for inspection, and failure to provide any assets to the RO will jeopardize the 30 days temporary loan of all assets until the asset(s) was/were found or when asset(s) was/were missing, pending purchase for replacement must be occurred.
KTR must complete MAGTFTC training for proper radio usage and operation prior to checking out the radios.
If there is any program issue with the radios, please notify the government representative or the RO immediately.
If the checked-out radio is broken, i.e. physical damage, and could no longer be functional, the
KTR is responsible to replace the asset at the cost of $5608.02 for each unit.

1. Contacting Range Control: All flight movements are controlled by Bearmat (Range Control).
2. Requesting Transit: Before takeoff or upon entering the installation's airspace, the pilot must establish radio contact with Bearmat. The pilot will state their callsign, current location, and their requested destination or operational area (e.g., "transit from Point A to Point B").
3. Receiving Instructions: Bearmat will provide specific instructions, including the approved flight path, altitude, and any potential traffic or hazards. Pilots must adhere strictly to these instructions.
4. Maintaining Communication: Pilots are required to maintain radio contact with Bearmat throughout their operations on the installation.
5. Important Considerations Experienced Subcontractors: While helicopter companies that have previously operated here are familiar with these procedures, the prime contractor is still responsible for ensuring all current requirements are met. This familiarity should be reflected in their proposals and operational plans.
Guidance Source: The definitive guidance is typically found in local installation orders regarding airspace management. The contractor can request the relevant documentation from the G-3 Air Officer via their COR.
