About this file

This document is an Amendment (Amendment 0004) to a federal solicitation for a Design-Build contract for Communication Towers at Marine Corps Base Twentynine Palms, California. The amendment extends the Phase One proposal due date from March 27, 2025, to April 10, 2025, at 2:00 PM Pacific Time, and updates several sections of the original Request for Proposal (RFP).

The project involves constructing new communication towers and restoring/modernizing existing towers on remote mountaintops, with most sites only accessible by helicopter and lacking basic utilities. The contract is a two-phase design-build procurement for the Low Altitude Radio Communication System (LARCS) for Marine Air Ground Task Force Training Command. The solicitation requires offerors to have NAICS code 237130 (Power and Communication Line and Related Structures Construction) and National Association of Tower Erectors (NATE) certification. The government intends to award a firm-fixed-price contract using a best-value source selection approach, with a minimum small business participation requirement of 17% and specific subcontracting targets for various socio-economic categories.

The MILCON contract for this project includes the design and construction of communication towers and its foundations and the construction of the foundations designed by NAVSEA for the equipment shelters, PV solar panel arrays and their supporting site infrastructure. The landscape work includes the erosion and dust control for pre and post construction activities.

Fencing. Interior security fencing with gates at two (2) new sites and repair of existing fencing at one (1) site.

Antiterrorism. This project will provide Antiterrorism features and comply with applicable service and Geographic Combatant Commander policies and directive per UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings. As noted in the NAVSEA BOD located in Part 6 of this RFP, the project will be located within the controlled perimeter of MCAGCC Twentynine Palms, California, over 1,000-feet from the main gate. No threats are anticipated in the site areas. In accordance with Section 3-2.1, of UFC 4-010-01, the minimum allowable standoff distance for a new construction building is 20-feet to the controlled perimeter. This project exceeds those standoffs at all sites.

Discussion at the PDA charrette revealed no requirements for AT, physical security due to the remoteness of the various sites. The two sites in the Johnson Valley, OP Mine and OP Galway are to receive new fencing to enclose the sites due to its proximity to the public highway.

High Performance And Sustainability Building Requirements. DoD and Department of the Navy principles for high performance and sustainable building requirements are included in the design and construction of the project in accordance with federal laws and Executive Orders.

Low Impact Development. Low Impact Development will be included in the design and construction of this project as appropriate.

13. Basis Of Award

1) The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with Offerors in the competitive range; and to award the contract to the Offeror submitting the proposal(s) determined to represent the best value—the proposal(s) most advantageous to the Government, price and other factors considered.

2) The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3) The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced Offeror or other than the highest technically rated Offeror.

4) All technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.

5) Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. An Unacceptable rating in any of the non-cost/price factors and/or sub-factors will result in an overall rating of “Unacceptable” for the non-cost/price factors, unless corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified weakness(s) and the associated risk to successful contract performance resulting from the weakness(s). This assessment must provide the rationale for proceeding to award without discussions.
