Subj: APPROVAL OF PROPOSED INSTALLATION SCHEDULE OF P1241 COMMUNICATION TOWER PROJECT
Encl: (1) NAVSEA P1241 Construction Schedule
(2) MCAGCC Range Map
1. Purpose: This memorandum is made to document an agreed construction schedule for Military Construction project P1241 COMMUNICATION TOWERS by key stakeholders in the MAGTFTC training mission. This schedule has the smallest possible impact to the Installation’s training mission and will be utilized as a guide in the request for proposal (RFP) when the contract goes out to bid.
2. Background: P1241 COMMUNICATION TOWERS is a planned Military Construction (MILCON) project which aims to construct 4 new and repair 6 existing communication towers to improve range control safety and communication infrastructure to support full-scale training exercises within Marine Corps Base Twentynine Palms for improved combat readiness. Collateral equipment at the towers will include communication equipment, equipment shelters with supporting services, and photovoltaic systems with battery storage.
3. Discussion:
a. The proposed NAVSEA schedule for Microwave Re-alignment Phases 1-4 will have no conflict with range training per G-3 and TTECG.
b. Site work #1/Microwave Re-alignment Phase V work must be completed no later than January 11th, 2027, to support training efforts occurring in mid-January. Site work #2/Microwave Phase IV can start February 1st, 2027.
c. Crampton, Creole, and Bullion Towers will be completed one at a time, as requested by TTECG, G6, and G3. Bullion Tower shall be the last tower site in the full construction schedule.
d. Per TTECG’s guidelines, the contractor needs to account for the following:
(1) During each Site Work Phase there will be up to three (3) interruptions for up to three (3) days maximum, which will be classified as “non-workdays”. This is not a demobilization; this is strictly no-human access to the site location for the specified time.
e. Regarding each site work phase, contractors will be given the entire window block listed on enclosure (1) for the contractors to best select a 16-week consecutive working window within the full availability window provided by the Installation.
f. Per Installation request, the contractor shall participate in the daily aviation planning board meeting. The FEAD Construction Manager shall validate daily activities with range scheduling. Coordination of construction schedule input into RFMSS shall be completed by Asset Management Branch within PWD, Requirements Section.
AMB will provide the point of contact for this matter to the contractor.
4. Decision Points:
a. Among stakeholders, the order of tasks was agreed upon with the following stipulations:
(1) The Argos and Mine Towers were switched to have Mine and Mesa Towers be the first paired site work locations.
(2) Creole, Crampton, and Bullion Towers need to be completed individually.
Subj: APPROVAL OF PROPOSED INSTALLATION SCHEDULE OF P1241 COMMUNICATION TOWER PROJECT
(3) Bullion Tower shall be the last tower worked on.
b. As noted in Encl. (2), checkpoint numbers 69, 13, 51, 78, and RTAMS LZ will be used as project staging areas during construction.
5. Recommendation: Approval of the proposed project schedule to be delivered to NAVSEA for RFP input.
Prepared By: Elizabeth Bevan, Civil Engineer, Public Works Division, Installation Support Directorate (ISD), (760) 830-7027.
Approved By: Lieutenant Commander David M. Dreyer, Public Works Officer, Public Works Division, ISD, (760) 830-7690.
