About this opportunity

The Department of the Navy Naval Facilities Engineering Command is seeking contractors for the design and construction of communication towers at Marine Corps Base Twentynine Palms, California, under MILCON project P1241. The procurement involves constructing four new communication towers and renovating seven existing towers on remote mountaintops accessible only by helicopter, with no underground utilities available. Contractors must demonstrate experience with similar projects involving multiple interlinked communication towers in remote locations, including coordination with government system engineers and integrators to maintain uninterrupted communications coverage during construction. The project requires complex construction sequencing around helicopter availability, mandatory work stoppages during fire season and high wind conditions, and coordination with range training activities. This pre-solicitation notice requested market research responses by March 4, 2024, with the final due date for the procurement set for July 18, 2025.

This opportunity does not utilize any set-aside designations and falls under NAICS code 237130 for Power and Communication Line and Related Structures Construction. The estimated contract value exceeds $7 million based on the market research documentation, reflecting the complexity of helicopter-accessible construction and specialized communication infrastructure requirements. The project includes installation of NAVSEA-provided intermodal freight containers serving as communication equipment shelters, supporting facilities for each tower, and relocation of communication components. Construction work encompasses site preparation including demolition, clearing, grading, earthwork, and contaminated soil disposal, all without access to standard utilities. The project timeline requires coordination with Naval Sea Systems Command's deployment and migration of network systems, emphasizing the critical nature of maintaining continuous operational communications for the Marine training ranges.

P1241 Communication Towers, Marine Corps Base Twentynine Palms Ranges. MILCON project P1241 constructs new communication towers and restores and modernizes existing communication towers on remote mountaintops or hilltops accessible only by helicopter and lacking any underground utilities such as electricity, water and sewer. It provides the installation’s remote mountain range training area with: 1) the design and construction of four (4) new communication towers coordinated with Naval Sea Systems Command (NAVSEA); 2) the design and construction of the renovation or repairs of seven (7) existing communication towers; 3) the installation of NAVSEA-provided intermodal (ISO) freight container (CONEX) serving as communication equipment shelters; 4) the installation of supporting facilities for each tower; and 5) relocation and/or installation of communication components on the new and existing towers. Special construction challenges include complex construction sequencing and phasing subject to: 1) availability of heavy lift helicopters during the construction period; 2) mandatory work stoppage during fire season months and high wind conditions; 3) intentional work stoppage coordinated with and subject to changes of range training activities; and 4) continuous operation of training and area coverage by the interlinked existing communications systems for the range training area. Construction requires coordination with Government system engineers and system integrators during the equipment installation to ensure the uninterrupted communications coverage. Communication tower design and construction schedule shall be coordinated with NAVSEA’s deployment and migration of the network system. Range area Operation and Maintenance Support Information is included in this project.
