About this file

This is a solicitation document for an unrestricted design-build contract to construct and modernize communication towers for the Marine Air Ground Task Force Training Command at Twentynine Palms, California. The solicitation number is N6247325R3443 with proposals due by 2:00 PM PT on March 27, 2025.

The project involves constructing four new 140-foot communication towers and restoring/modernizing seven existing towers at remote mountaintop locations primarily accessible only by helicopter. The contractor must provide all utilities since most sites lack basic infrastructure. The work includes coordination with Naval Sea Systems Command (NAVSEA), which will provide Low Altitude Radio Communication System (LARCS) equipment to be installed by the contractor. The total construction cost limitation is $42 million with a performance period of 1,460 calendar days. The contract includes 11 base items and two option items. Key requirements include National Association of Tower Erectors (NATE) certification for construction personnel, helicopter transportation services, and maintaining critical communications during construction phases. The NAICS code is 237130 (Power and Communication Line and Related Structures Construction) with a small business size standard of $45 million. While unrestricted, HUBZone small businesses will receive price evaluation preference.

Base has allowed flexible hours to facilitate contractor in meeting P1241 IMS/IMP and 29 Palms/Range approved construction schedule. Construction may be interrupted up to 3 days (max) by the range operations but does not require contractor to demobilize sites within this interruption.

Radiation Hazards (RADHAZ). Contractor is required to have National Association of Tower Erectors (NATE) certified personnel and staff when working aloft the communication towers. Hazards of Electromagnetic Radiation to Personnel (HERP) must be observed at all times when working in the OP sites. Contractor shall comply with MCO 5104.2 “Marine Corps Radio Frequency (RF) Electromagnetic Field (EMF) Personnel Protection Program” to ensure personnel potentially exposed to RF EMF more than the permissible exposure limits (PEL) in reducing risks associated with RF EMF exposure. All work shall comply with EM 385-1-1 “Safety and Occupational Health Requirements”.

Helicopter Services. MCAGCC Twentynine Palms operates and maintains military training range areas established on U.S. DoD controlled federal lands within San Bernardino County, California. Radio repeaters, telemetry equipment, and microwave equipment are located at strategic mountaintop relay communication sites. The relay sites are positioned at altitudes ranging from 800 to 6,000 feet, and most of the relay sites are inaccessible by ground vehicles due to steep mountainous and desert terrain within the boundaries of MCAGCC.

Rotary wing transportation and operational services are required to transport maintenance personnel, parts, and equipment within the weight limits of the helicopter to the OP sites.

Contractor shall provide aircrew, ground personnel, supplies, ancillary support services and equipment to perform dedicated and/or ad hoc Federal Aviation Regulation 135 airlift operations (at both military and commercial airports/airfields/landing zones). Operations include the movement of passengers, light cargo and heavy cargo (or combination thereof). Helicopter services must currently be approved by DoD Commercial Airlift Review Board (CARB) in accordance with Department of Defense Instruction 4500.53. Contractor shall identify the qualifications and certifications held by the helicopter service personnel to include but not limited to corporate management, pilots, crews and others; specifically personnel who will directly support helicopter services.

Foundations and Steel Structures for Primary Structures. This project constructs four (4) new steel lattice-type communication towers with support systems comprised of pipe mast legs, horizontal braces and diagonal braces acting in tension and compression with special foundation features including micro-pile foundations and pre-cast concrete structural footings. This project provides reinforced shallow concrete foundations for CONEX based communication and various supporting facilities. This project restores and modernizes seven (7) existing communication towers consisting of structural modifications to accommodate new communication components such as dishes and antennas and/or repairs including replacement of missing and damaged bolts, washers, nuts, re-tensioning of loose guy cables, replacement of deteriorated ground bus bars, re-weatherproofing of existing antennas, re-galvanization of eroded parts and cracked foundation repair.

Infrastructure. This project provides and installs concrete pads, mounting and weldment, OSP communication and power pathways for all Government Furnished Equipment or Property for a complete and usable system. Facilities will be designed to meet or exceed the useful service life specified in Department of Defense (DoD) Unified Facility Criteria (UFC). These facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency.

Site Work

Site preparation. Demolition and removal, site clearing, grading, earthwork and contaminated soil disposal without the availability of underground utilities such as electricity, water or sewer.

Site Development. The MILCON contract for this project includes the design and construction of communication towers and its foundations and the construction of the foundations designed by NAVSEA for the equipment shelters, PV solar panel arrays and their supporting site infrastructure. The landscape work includes the erosion and dust control for pre and post construction activities.

Fencing. Interior security fencing with gates at two (2) new sites and repair of existing fencing at one (1) site.

Antiterrorism. This project will provide Antiterrorism features and comply with applicable service and Geographic Combatant Commander policies and directive per UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings. As noted in the NAVSEA BOD located in Part 6 of this RFP, the project will be located within the controlled perimeter of MCAGCC Twentynine Palms, California, over 1,000-feet from the main gate. No threats are anticipated in the site areas. In accordance with Section 3-2.1, of UFC 4-010-01, the minimum allowable standoff distance for a new construction building is 20-feet to the controlled perimeter. This project exceeds those standoffs at all sites.

Discussion at the PDA charrette revealed no requirements for AT, physical security due to the remoteness of the various sites. The two sites in the Johnson Valley, OP Mine and OP Galway are to receive new fencing to enclose the sites due to its proximity to the public highway.

High Performance And Sustainability Building Requirements. DoD and Department of the Navy principles for high performance and sustainable building requirements are included in the design and construction of the project in accordance with federal laws and Executive Orders.

Low Impact Development. Low Impact Development will be included in the design and construction of this project as appropriate.

Commissioning, Testing And Validation Support. System of Systems (SoS) Performance Verification Test (PVT) for P1241 LARCS and Systems Operability Verification Test (SOVT) for the Program of Record (POR) MWL and systems shall be conducted by NAVSEA group. OP sites testing and acceptance shall ensure new/ upgrades/ repair and legacy system achieve SoS seamless integration and system transparency to the users and operators. Failure to achieve OP site SoS seamless integration and system transparency may impact next IMS/IMP SoS deployment and migration plan. 13. Basis Of Award

1) The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with Offerors in the competitive range; and to award the contract to the Offeror submitting the proposal(s) determined to represent the best value—the proposal(s) most advantageous to the Government, price and other factors considered.

2) The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3) The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced Offeror or other than the highest technically rated Offeror.

4) All technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.

5) Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. An Unacceptable rating in any of the non-cost/price factors and/or sub-factors will result in an overall rating of “Unacceptable” for the non-cost/price factors, unless corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified weakness(s) and the associated risk to successful contract performance resulting from the weakness(s). This assessment must provide the rationale for proceeding to award without discussions.
