About this file
This document is Amendment 0011 to Solicitation N6247325R3443 for a Design-Build Military Construction (MILCON) project for a Low Altitude Radio Communication System (LARCS) at Marine Air Ground Task Force Training Command (MAGTFTC) in Twentynine Palms, CA. The amendment makes multiple significant modifications, including: deleting several contract clauses, updating the installation schedule, adding a Google Earth route file and pre-proposal conference slides, modifying range access instructions, establishing detailed drone usage protocols, clarifying site security requirements for materials and equipment, and revising fencing specifications. Key changes include new requirements for drone operations (such as pilot certifications, cybersecurity documentation, and operational procedures), site security guidelines that limit contractor access to daylight hours, and specifics on road access routes between checkpoints with vehicle type restrictions on certain paths.
The amendment also introduces additional details about helicopter services, noting that NAVSEA is using Rogers Helicopter and will offer limited joint helicopter service during the contractor's inspection and design phase. Fencing specifications were updated to require zinc-coated steel chain link fabric at least 7 feet high, with additional protective measures like outward-facing barbed wire outriggers. The document emphasizes that the contractor will be responsible for ensuring compliance with all regulatory requirements and assumes liability for materials and equipment left unattended, with only limited government security patrols available.

CONSIDERATION, Drone Use For Topographic Mapping in response to RFI 75 as follows:
ADD: (as paragraph 2)
Drone Use For Topographic Mapping and Tower Inspections
A. Pre-Flight Documentation & Submissions Prior to any flight operations, the Contractor shall submit the following documentation to the MAGTFTC G3 for review and approval:
1. Pilot Certification: Valid and current pilot certification for the specific unmanned aircraft system (UAS) platform to be flown.
2. Airworthiness Certificate: The platform’s Initial Flight Clearance (IFC) or an equivalent
Certificate of Airworthiness.
3. Legal Agreements: Signed deviation and hold harmless letters.
4. sUAS Compliance Letter: A letter certifying the Small Unmanned Aircraft Systems (sUAS) complies with all applicable regulations.
5. Cybersecurity Package: Documentation demonstrating the platform's cybersecurity resilience and authorization, to include:
A current Enterprise Mission Assurance Support Service (eMASS) Authority to
Operate (ATO) certificate.
A Threat Mitigation Plan that specifically addresses vulnerabilities such as GPS spoofing, communication link interception, and signal jamming.
A description of the system's authentication and authorization protocols to prevent unauthorized access.
6. Lost Link Procedures: The platform’s documented procedures for loss of command and control link.
7. Spectrum Authorization: Verification from the G6 spectrum manager for the platform’s operating frequency.
B. Platform & Equipment Requirements The UAS platform and all associated equipment must meet the following specifications:
1. Approved Components: The platform and its components will be assessed to ensure they meet the approved components list. Note: Commercial off-the-shelf (COTS) DJI drones that do not have RIZER software are not authorized for use on military installations.
2. GPS Restriction: All survey equipment is prohibited from having a GPS feature that displays or records coordinates.
C. Operational & Safety Procedures The Contractor shall adhere to the following procedures for all flight operations:
1. Personnel Training: All personnel involved in the operation must possess current training certifications in range safety, desert survival, and unexploded ordnance (UXO).
2. Range Scheduling: The specific training area must be reserved through appropriate channels. The range scheduling request must list the activity as "UAS training."
3. Airspace Notification:
Pre-Flight: Before launch, the contractor must notify Bearmat (Range Control) of the intended flight's maximum Above Ground Level (AGL) altitude.
Post-Flight: After flight operations are complete, the contractor must notify Bearmat that the airspace is clear.
4. Government Oversight: A Government representative (e.g., from NAVFAC) must be able to review the live video feed during the survey to ensure footage is strictly limited to the designated project area.
7. Modify RFP PART 3, CHAPTER 1, PROJECT DESCRIPTION, section CONSTRUCTIOIN CONSIDERATION, paragraph Range Access, subparagraph Access Road Improvement in response to RFI 79 as follows:
ADD: (as paragraph 3)
Access Road Improvements by the Installation G-3 (Range Training Area Management Support - RTAMS) will improve existing access roads to the Check Points (CP’s). However, these improvements are subject to specific limitations.
1. Scope of Base Improvements The existing unpaved roads are maintained to accommodate vehicles up to 10 feet wide. The installation will provide basic road maintenance to support access. This work includes:
a. Road Grading: Leveling and shaping the existing road surfaces.
b. Road Base: Adding and compacting road base material where necessary to improve stability.
2. Limitations G-3/RTAMS can only improve the existing road footprint. We cannot create new roads or widen existing roads without a formal environmental review and approval, which is not within the scope of this project.
8. Modify RFP PART 3, CHAPTER 1, PROJECT DESCRIPTION, section CONSTRUCTIOIN CONSIDERATION in response to RFI 83 as follows:
ADD: (as new section after Daily Check-in & Check-out Requirements)
Site Security for Materials and Equipment. The Government will not provide dedicated 24/7 security for the Contractor's materials and equipment at the Check points (CP’s). Furthermore, it is important to note that all Contractor personnel are restricted to the range areas between sunrise and sunset only. Consequently, the Contractor will not be permitted to station their own security guards at the CP’s during nighttime hours.
Government-Provided Safety Measures While no dedicated or overnight personnel are available, the Government will implement the following measures:
a. No-Fire Area Designation: G-3 will designate a "No-Fire Area" around the CP’s where materials and equipment are staged. This designation prohibits any live-fire training exercises within the specified zone, protecting the contractor's assets from accidental damage related to range activities.
b. Existing PMO Patrols: The Provost Marshal's Office (PMO) conducts routine patrols of the range areas. Patrols occur 4-5 times per week during non-training periods and increase to 24/7 coverage during scheduled training events. These patrols provide a general security presence but are not dedicated to monitoring contractor assets.
Contractor Responsibility and Risk Given the range access restrictions, the Contractor must secure their property within the permitted work hours. The Contractor must assume all liability for materials and equipment left unattended at the CP’s overnight. Any costs associated with mitigating this risk (e.g., security fencing, enhanced locks, insurance, or removing sensitive items daily) should be included in the Contractor's cost proposal.
9. Modify RFP PART 3, CHAPTER 1, PROJECT DESCRIPTION, section CONSTRUCTIOIN
