About this opportunity
Luke Air Force Base (Luke AFB) is seeking a Firm-Fixed Price Service contract for Kitchen Fire Suppression Inspection & Maintenance services through a Request for Quote (RFQ) issued by the Department of the Air Force Air Education and Training Command. The contract requires semi-annual inspections (March and September) of wet and dry kitchen fire suppression systems in various facilities, including dining halls, clubs, restaurants, and child development centers, following NFPA standards 17, 17A, and 96. Qualified contractors must be licensed, use certified personnel, and submit detailed inspection reports within three days of completing each assessment. The evaluation will prioritize past performance over price through a best value tradeoff analysis, with the lowest total evaluated price and highest Supplier Performance Risk System rating determining the winner. Key deadlines include January 5, 2025, for submitting questions and site visit requests, with proposals due by January 29, 2025, at 3:00 PM Mountain Standard Time.
The solicitation is 100% set aside for small businesses under NAICS code 541990 with a size standard of $12.5 million. The initial contract period will run from February 1, 2025, through January 31, 2026, with four potential one-year option periods available. The place of performance is Glendale, Arizona (85309), specifically at Luke Air Force Base, with inspections covering approximately 15-20 different facilities and kitchen fire suppression systems from manufacturers like Ansul, PyroChem, Captive Aire, and Rangeguard. Repairs exceeding $2,500 are excluded from the contract, and the contractor will be reimbursed for parts and materials at market prices with no markup, though equipment rentals may include up to a 15% markup when pre-approved. The current incumbent appears to be A P Fire Protection, which has conducted recent inspections at various base facilities.
