About this opportunity
The National Oceanic and Atmospheric Administration is conducting a special notice for the FY27 NOAA Ship Gordon Gunter drydock with references due August 7, 2026. This is a drydocking and routine drydock work project on a federal oceanographic research vessel with no set-aside applied.
The drydock project encompasses comprehensive maintenance and repair of the NOAA Ship Gordon Gunter, a research vessel in the T-AGOS class operated under the Department of Commerce. The scope includes hauling the vessel within the first 25 percent of contract performance period, maintaining it in drydock until all work is completed, underwater hull cleaning and inspection, block arrangement per the ship's docking plan with minimum 2-inch soft wood caps, grounding cable installation before keel clears water, and hull protection measures including temporary closures, discharge fittings for hull openings, and comprehensive transducer protection. Contractors must conduct joint damage inspections immediately after drydocking and underwater hull inspections within 48 hours, submitting condition reports to the Contracting Officer's Representative using NOAA Drydocking Report Form 2410.
Critical pre-docking submittals required at least 72 hours before docking include facility certifications validated by Naval Sea Systems Command per MIL-STD-1625D, International Association of Classification Societies membership, or qualification by independent engineering firm; NOAA Pre-Drydocking Worksheets; dock master qualifications with resume; and detailed drydocking and undocking procedures accounting for vessel characteristics, water depth, and tide/current conditions. The specification requires submission of a comprehensive safety plan 30 days prior to work commencement addressing fire protection, gas-free procedures, confined space protocols, and hazardous materials management per OSHA and Coast Guard standards.
The attached reference documentation establishes baseline specifications for the vessel's systems across structural, mechanical, electrical, HVAC, propulsion, and auxiliary equipment. The docking plan identifies specific block positioning; tank and void preservation requirements across 47 distinct tanks and compartments; fire detection and suppression systems; propulsion systems including main diesel engines, bow thrusters, and electrical systems; and mission deck modifications. All work must comply with NOAA Standard Specifications addressing drydocking, ship repair contracting, structural access cuts, arc welding, propulsion shaft overhaul, electrical rotating machinery overhaul, valve overhaul and testing, and coating systems application.
