NOAA ships requiring dry-docking must utilize facilities meeting one of three criteria: (1) current certification by Naval Sea Systems Command (NAVSEA) per MIL-STD-1625C; (2) current classification by an International Association of Classification Societies (IACS) member; or (3) current certification by an independent third-party engineering firm recognized by the American Bureau of Shipping. For the third option, the facility must demonstrate acceptable material condition, effective emergency response systems and plans, capability to safely dry-dock the intended vessel without exceeding dimension ratings or draft limitations, successful historical dry-docking record, five-year incident history and claim information from the facility's insurer, ability to provide required keel clearance, and detailed docking and undocking procedures. The specification applies to all NOAA Government-owned ships and references the Dry Docking Worksheet as the data collection instrument for vendor facility evaluation.
The attached Dry Docking Worksheet is a comprehensive multi-part form requiring shipyards to provide detailed specifications across five sections. Part A requests ship characteristics (length, breadth, draft, tonnage, displacement). Part B requires drydock certification and classification information, drydock dimensions, lift capability, entry draft ratings, positioning clearances, block loading capabilities, blocking materials and construction details, and minimum available services (electrical power, sewage, fire main, seawater, fresh water, compressed air, shore steam, high-pressure water wash). Part C, applicable only to non-certified facilities, requires dockmaster information and drydock insurance details. Part D, required from all shipyards, mandates submission of vessels dry-docked over the past two years and a five-year accident history with corrective actions implemented. The worksheet includes safety response plan requirements covering firefighting, flooding, earthquake, and typhoon scenarios.

NOAA Standard Specification S0700-3
DRYDOCK STANDARDS FOR NOAA SHIP AVAILABILITIES
Ref: (a) MIL-STD-1625C, Safety Certification Program for Dry-docking Facilities and
Shipbuilding Ways for U. S. Navy Ships
Encl: (1) Dry Docking Worksheet
1. Purpose. To provide a NOAA standard for evaluating suitability of a dry docks for use on NOAA vessels.
2. Applicability. This policy applies to all NOAA Government-owned ships.
4. Policy. NOAA ships that require dry-docking shall be dry-docked in a facility that meets one of the following criteria:
a. Is under current certification by Naval Sea Systems Command (NAVSEA) in accordance with reference (a).
b. Is under current classification by a member of the International Association of Classification Societies (IACS).
c. Is under current certification by an independent third party engineering firm recognized by the American Bureau of Shipping as capable of performing dry-dock design reviews which determines that the dry dock planned for dry docking the ship named in the solicitation:
(1) Is in acceptable material condition.
(2) Has effective emergency response systems and plans.
(3) Is safe and capable of dry-docking the intended ship and that the ship does not exceed the dry-docks dimension rating, maximum entry draft, maximum lift capability, maximum linear load rating.
(4) Has a successful historical record in dry-docking ships.
(5) Has provided an incident history and claim information covering the last five years from the insurer of the dry dock facility including incident dates, description, and final disposition.
(6) Can provide the minimum clearance between the ship's keel and dry-dock flooring as required in the work item for the ship named in the solicitation.
(7) Has a detailed procedure for docking and undocking.
5. Procedures. The attached Dry Docking Worksheet will be used to collect data on vendor’s Dry Dock facilities.
