Upon ac tua t ion of t he ext inguishing system, a l l e l e c t r i c a l l y powered space v e n t i l a t i o n w i l l be au tomat ica l ly secured. (Refer t o Sect ion 11)

Whenever poss ib l e the area in which Halon discharge took place should be l e f t secured f o r a minimum of 30 minutes a f t e r discharge.

Halon 1301 is discharged simultaneously i n t o the Foward and Aft. Pump Rooms due t o openings which make them common t o each other .

Department of Transportation (DOT) regulations require hydrostatic pressure testing of alX system cylinders ever; five years. Cylinders in fixed systems may remilin for twelve years, provided they have not been discharged &ring this period. GENERAL INFORnlATION

INTRODUCTION

This manual covers the purpose, description, installation, operation and maintenance of the Halon 1301 Fixed Flooding Systems, manufactured by Ansul F i r e Protect ion, One Stan ton Street , Marinette, Wisconsin f o r use onT-AGOS 13 Class Ocean Surveillance Ships.

Shipboard fire extinguishing systems are of pr imaiy importance to ship safety. All personnel must be thoroughly trained in the operation of fire extinguishing equipment and the location of all local and remote actuzting stations. Maintenance personnel must have a complete howledge of instal-lation, maintenance and repair procedures for the Halon 1301 Systcm. The instructions contained in this manual shall be adhered to.

EQUIPMEAT DESCRIPTION

The following paragraphs describe the intended use, cqabi i i t i es and limitations of the Halon 1301 System.

HALOH 1301 AGENT. The Halon 1301 agent is a halogenated methane compound, monobromotrifluoromethane. Its chenlical synbol is CI3rF3.

Halon 1301 is a colorless, odorless, electrically nonconductive gas. A t ambient conditions Halon 1301 has an appro.dmate boiling paint of -72°F and a freezing point of -270OF. By compression and rcmoval of the heat of

VaDorization Halon 1301 is liquified and stored under pressur5 in 8 liquid state.

1-7. PURPOSZ. The Halon 1301 System is used to extin,pish f i res in Specific hazards or equipm& where an electrically nonconductivc agent is required, where zged c l e m ~ p creates a problem, or where a low-weight extinguishing agent is required. The Halon 1301 System is used to protect the iollo~?rin(=:

1-8. LIMITATIONS - The Halon 1301 System must n o t be used t o combat f i r e s i n v o l v i n g the f o l l o w i n g mater ia ls :

a. Pyrotechnic chemicals conta in ing t h e i r own oxygen sypply.

b. Reactive metals: sodium, potassium, magnesium, t i tan ium, zirconium, uranium, and plutonium.

c. Meal hydrides.

2-1. GENERAL

2-2. All personnel must be throughly f a m i l i a r with the opera t ion of a l l shipboard f i r e ex t inguish ing equipment and the l o c a t i o n of a l l a c t u a t i n g s t a t i o n s and t i m e delay devices .

2-3. OPERATION - PROPULSION MOTOR ROOM SYSTEM

WARNING: It is necessary t o secu re a l l opera t ing machinery including the propuls ion p l a n t before system is ac tua ted . All personnel s h a l l l eave t h e area immediately upon a c t i v a t i o n of alarm system. ( 2-C02 p res su re operated s i r e n s are loca ted i n Propuls ion Motor Room) system automat ica l ly d ischarge 30 seconds a f t e r i n 1 t la1 alarm.

Evacuating personnel s h a l l s ecu re a l l hatchways, doors, access ib l e ven t s , etc. as they vaca te t h e area.

- NOTE : Upon ac tua t ion of t h e ex t inguish ing system, a l l e l e c t r i c a l l y powered space v e n t i l a t i o n w i l l be au tomat ica l ly secured.

2-4. Propuls ion Motor Room System i s actuated manually from two remote s t a t i o n s . One s t a t i o n i s loca ted a t t h e access t o the Propuls ion Room-Main Deck, Frame 72, Starboard and the o t h e r i s loca ted i n t h e P i l o t House. I f e i t h e r c o n t r o l s t a t i o n s f a i l t o operate, system can be manually operated from t h e Halon c y l i n d e r storage area loca ted i n Tunnel on Lower Plat form, Frame 72 , Starboard.

1. Break t h e g l a s s with hammer a t t ached t o t h e box marked "Cylinder Control", and p u l l t h e handle hard u n t i l t he red mark on the cab le becomes v i s i b l e .

2. Break t h e g l a s s with hammer a t t ached t o box marked "Valve Control", and p u l l t he handle hard u n t i l the red mark on t h e c a b l e becomes v i s i b l e .

Operat ion of s t e p s 1 and 2 will cause complete discharge of Halon c y l i n d e r s i n t o the Propuls ion Motor Room.

1. Proceed t o C02 Actuation Cylinder located next t o Halon Cylinder.

2-32 POST-FIRE PROCEDURES

WARNING: Whenever p o s s i b l e t h e area i n which Halon d ischarge took place should be l e f t secured f o r a minimum of 30 minutes a f t e r discharge.

2- 33 RE-ENTRY INTO DISCHARGE AREA

WARNING: Halon 1301 may product t o x i c by-products while extinguishing f i r e . These re-entry s h a l l be adhered t o by a l l personnel.

1. Insu re t h a t f i re is completely extinguished.

2. Reset p res su re switch c o n t r o l l i n g v e n t i l a t i o n system and alarm system only.

CAUTION: Do no t reset remaining p res su re switches u n t i l area has been dec lared ope ra t iona l by au thor ized personnel.

3. Allow a minimum of 1 5 minutes v e n t i l a t i o n time a t a maximum v e n t i l a t i o n capac i ty p r i o r t o en te r ing d ischarge area.

WARNING: Re-entry i n t o a Halon d ischarge area s h a l l be accomplished i n accordance wi th standard Navy procedures governing re-e n t r y i n t o a C02 discharge area.

7. Inspect System and protected spaces to ensure that warning signs, safety precautions and operating instructions are posted and clewly visible.

NOTE: Departmelzt of Transportation (DOT) regulations require hydrostatic pressure testing of all system cylinders every five years. Cylinders in fixed systems may remain for twelve years, provided they have not been discharged during this period. If more than twelve years have passed since the cylinders were last hydrostatic pressure tested, the cylinder shall be returned to the supply system for retest.

8. Inspect cylinders for latest hydrostatic pressure test date stamped into neck of the cylinder. Tag each cylinder with inspection tag showing the test data.

Isolate Halon cylinders from System installation as applicable.

Using the Beam Scale, Pt. No. 53711 on weigh bar directly above cylinder yoke eyebolt asselnbly in the cyl-inder neck groove. Ensure lever is in the initial position, then pull down on finger grip ring until lever is in final position. Obtain correct scale reading.

Return underweight cylinder to supply for replacement and test.

GENERAL MAINTENANCE - TYPE AP-8

A weight check of the cylinders should be made every six months or at least once a year. At this time a visual inspection of the piping should be made to see that it is securely bracketed.

To V’leigh The Cylinders

The following procedure should be followed.

1. Disconnect the flexible discharge bends from the outlet of the AP-8 cylinder valves. The bends are provided with a check that will pre-vent loss of carbon dioxide should system discharge while any cylinder is removed.

2. Loosen swivel nut on control attachment and remove from top of AP-8 valve. For systems of 3 cylinders and over, remove both control heads. (Disregard this step for cylinders not equipped with control attachments.)

3. Loosen cylinder clamps of cylinder being in-spected and remove cylinder.

4. Weigh cylinder. I f cylinder weight is less than 90 per cent of weight stamped on cylin-

. der, cylinder must be recharged.

5. Enter weight on record card attached to cy1 inder neck.

6. Replace cylinder in bracketing and tighten securely.

7. Test control attachment, as outlined under Maintenance Instructions for the particular type system you have installed. If cylinder being inspected is not equipped with control attachment, reattach flexible discharge bend to AP-8 valve and tighten wrench tight.

Replaw cover on top of enclosed release and reset

6-2. This section provides the alignment, adjustment and repair procedures for the components of the Halon 1301 System. The repair procedures consist of removal, disassembly, cleaning, inspection, lubrication, testing, reassembly and replacement.

WARNING: Prior to performing repair procedures, ensure all pressurized equipment has been depressurized. Observe all safety pre-cautions applicable to pressurized equipment. Vent all halon equipment to atmosphere in open o r well ventilated area.

For recharging the AP-8 cylinder valve, it is neces-sary to have a special filling adaptor assembly.

The assembly, Part No. 45389, i s composed of a hose adaptor, having a 1/2-14 male. thread for hose attachment and a discharge outlet cap. valve is stamped on the side of the valve.

To recharge cylinder, place it on scale and attach filling adaptor as described above. Attach filling hose to adaptor and fill with dry C02 to proper weight. The total full weight of the cylinder. and

The hose adaptor is attached to the side filling inlet, normally covered with a knurled cap with four holes in it. Be sure that the "0" ring, around the charging hole in the adaptor, is in place before attaching adaptor. Screw up adaptor wrench tight.

When the charging hose and adaptor are detached, the check in the filling inlet will seat under pres sure and no further sealing is necessary. The knurl-ed cap should be replaced on the filling inlet for protection.

The knurled discharge outlet cap should be screw-ed on to the discharge outlet, the lowest outlet on the side of the valve. This need be attached hand tight only, as the pin inside the Cap acts to hold open the outlet check. By holding the outlet check open the residual pressure under the main valve seat is relieved, allowing the valve to close properly.

Replace valve protection cover to prevent damage during handling and shipment.
