About this opportunity

The U.S. Coast Guard is soliciting quotes for drydock repairs and maintenance on the cutter USCGC MANTA (WPB-87320), with quotes due December 1, 2026 at 11:30 AM local time. The procurement is a Total Small Business set-aside under NAICS 336611, Ship Building and Repairing, and PSC J998, Non-Nuclear Ship Repair (East).

The firm fixed price commercial services contract covers a period of performance from April 27, 2027 to July 27, 2027. Work is performed at a commercial contractor facility in Corpus Christi, Texas, where the vessel's homeport is 1201 E. Navigation Boulevard. Site visits and ship checks must be completed by November 19, 2026, and questions are due November 27, 2026.

The specification covers 52 definite and optional work items, including 100-percent preservation of underwater and freeboard hull surfaces, ultrasonic plating inspection, propulsion shaft, bearing, propeller, and rudder renewal, main diesel engine maintenance, and electrical and HVAC upgrades. Critical inspection items must be completed within the first 25 percent of the performance period. The Government furnishes major components, including cylinder heads, turbochargers, propeller shafts, propellers, and rudder assemblies. Work must comply with SFLC Standard Specifications, including SFLC Std Spec 6310 for ship structure preservation and SFLC Std Spec 0740 for welding.

Quoters must address nine evaluation factors: technical approach, coatings certifications, sewage and grey water cleaning procedures, watertight closure assessment qualifications, mast interference handling, thermographic inspection certifications, MTU engine maintenance qualifications, welding certifications, dry dock certifications, and a fire safety plan. Past performance submissions are limited to up to three recent and relevant contracts performed within the past three years. Before performance begins, the contractor must procure Ship Repairer's Liability and Comprehensive General Liability coverage at $500,000 per occurrence each, plus Longshoremen's and Harbor Worker's Act and State Workmen's Compensation coverage. Insurance certificates must identify the Coast Guard vessel and contract number.

Technical capability and past performance combined are significantly more important than price. The Government will award without exchanges, although the Contracting Officer reserves the right to conduct exchanges if necessary. Change requests require Contracting Officer authorization, and payment is not authorized until a written contract modification is executed.
