About this opportunity
The Department of Defense United States Transportation Command seeks international long-range and short-range passenger and cargo charter airlift services in support of the Civil Reserve Air Fleet (CRAF) program, with proposals due June 17, 2024 at 4:30 p.m. Central Time. This is a multiple-award, fixed-price indefinite-delivery indefinite-quantity (IDIQ) procurement with no set-aside category.
Place of performance is Scott Air Force Base, Illinois. The contract period runs October 1, 2024 through September 30, 2026 (base), with two optional two-year extension periods through September 30, 2030, and may extend further during CRAF activation. The maximum program ceiling is $13.7 billion, with a minimum guarantee not to exceed $3,000 per carrier for Mobility Representative Training Seminar attendance.
Offerors must be DoD/Commercial Airlift Review Board (CARB) approved FAR Part 121 air carriers and submit proof of ownership or current lease agreements for proposed aircraft. International carriers offering long-range or short-range services must commit at least 40 percent of Wide Body Equivalent fleet capacity; domestic carriers must offer at least 15 percent of CRAF-capable aircraft. Offerors must commit aircraft to CRAF stages and maintain those commitments throughout the contract period. All passenger aircraft must have available reconfiguration equipment; all cargo aircraft must accommodate standard 463L military pallets. Contractors must maintain commercial liability insurance with minimum coverage of $300,000 per passenger and $20,000,000 for third-party liability, and may request indemnification under Public Law 85-804 for war risk exposures not covered by commercial policies.
Pricing is based on Negotiated Uniform Rates and Rules with economic price adjustment for fuel cost variance exceeding one cent per gallon from the pegged rate. FY26 rates include Large Class Passenger at $0.15904 per seat mile, Medium Class Passenger at $0.22935 per seat mile, and Large Class Cargo at $0.52036 per ton mile, with fuel prices pegged at $2.63 for passenger and $2.84 for cargo services. Evaluation occurs on an Acceptable/Unacceptable basis across business proposal compliance, technical capability, and price, with awards to all qualified offerors meeting criteria. NAICS codes are 481211 (Passenger) and 481212 (Cargo), with small business size standard of 1,500 employees. All offerors must submit a Small Business Subcontracting Plan and Small Business Utilization Worksheet. Government-furnished secure communications equipment valued at approximately $8,183 per contractor will be provided.
