About this file
This document is an appendix to a Performance Work Statement (PWS) that provides instructions for completing the International Monthly Fuel Report Summary and Mileage Reports as part of a federal contract opportunity.
The report requires the contractor to enter mission data, including actual mileage and fuel usage, into a standardized Excel template. The contractor must verify all calculations and provide supporting documentation upon request. The report includes sections for mileage details, proposed fuel adjustment, and fuel summary information. Specific instructions are provided for completing the header, routing, mileage, and fuel data. The report must be submitted within 90 days after the end of each operating month and is subject to audit. The related federal contract opportunity is a solicitation for international long-range and short-range passenger and/or cargo airlift services issued by the Department of Defense United States Transportation Command.

INSTRUCTIONS
Attachment 1b - PWS, Appendix 3B INSTRUCTIONS FOR COMPLETION OF INTERNATIONAL MONTHLY FUEL REPORT SUMMARY AND MILEAGE REPORTS
GENERAL:
Refer to PWS Atch 1, Para A3.7 for detailed information.
The contractor shall complete the grey cells in the SUMMARY sheet and enter and verify all mission information into sheet S1-S2 entitled APPENDIX 3B ROUND TRIP (S-1) & ONE-WAY MILEAGE REPORT (S-2). Any cell containing a formula will be locked and password protected. The contractor shall verify all calculations automatically populated in this report. If any locked cell seems to be calculating incorrectly, contact TCAQ-CO for assistance. All sheets are set to print to one letter size page. Submit separate excel for each aircraft flown and reported. Label excel example: ABX_B767_JAN19FUELREPORT
FUEL PER LOCATION Sheet:
This report is not currently required but is highly recommended as we will be coordinating with all carriers to provide a template format. For those carriers already providing something similar, you may continue to use your version until the template is finalized.
Header Information: The contractor shall complete the header information at the top of the form titled Monthly Fuel Reports. The contractor shall include the carrier name, aircraft type, operation type (i.e. cargo, pax, or combi), and month associated with the reported mileage. Enter the fuel information for each location where fuel was purchased.
S1-S2 Sheet:
The contractor shall use this sheet for reporting monthly mileage statistics for both round trip (S1) and one way (S2) missions. This report becomes an integral part of the statistical base used during the rate review process.
The contractor shall complete the information at the top of each worksheet, including carrier name, month/year, type of service (i.e. pax or cargo), and established Available Cabin Load (ACL). A separate report should be completed for each type of service and each aircraft type (i.e. B747, B767, etc.).
The contractor shall report each AMC mission flown, identifying the applicable mission data line-by-line, in chronological order. All miles, whether based on paid routing or actual routing, shall be determined based on Great Circle Statute Miles (GCSM).
Fronthaul Backhaul Miles: Fronthaul includes miles where the carrier flies empty from the CONUS (or Hawaii) to an originating location outside of the CONUS (or Hawaii). Backhaul includes miles where the carrier flies empty from a mission termination location outside of the CONUS (or Hawaii) back to the CONUS (or Hawaii). For the purposes of this report, Fronthaul and Backhaul miles will be combined and addressed as Fronthaul Backhaul miles. Fronthaul Backhaul miles are indicated using the / symbol.
Ferry Miles: Includes miles where the carrier flies empty either to position an aircraft to the mission origination point or to deposition an aircraft from the mission termination point. The contractor shall be paid the lesser of Ferry miles contracted and Ferry miles flown. Ferry mileage will be calculated and paid as outlined in the Uniform Rates and Rules. Any Ferry miles not flown will be deleted from the contract by unilateral modification. Ferry miles are indicated using the + symbol.
*If the combined Fronthaul Backhaul and Ferry miles flown differ from the combined Fronthaul Backhaul and Ferry miles awarded by fewer than 30 miles, those miles will be paid as awarded.
MISSION #: The mission number, to include the Julian date, can be identified as a 12 position number. The mission number is identified on the finalized Delivery Order B-page, i.e. BBRXDQ70ADDD or BAM319801DDD. Missions will be reported based on the awarded mission date as reflected on the DO.
TAIL #: The tail number of the aircraft that performed the mission.
CARRIER REVENUE (ACTUAL) DATA:
POSITIONING: The contractor shall report the applicable four-letter ICAO codes for the Fronthaul Backhaul or Ferry used to get the aircraft from a station to the initial on-load point of the specified mission.
ITINERARY: Insert the station codes for the live routing actually flown on an AMC mission. Show only these stations beginning with the first point from which the AMC live operation actually began (initial AMC on-load point) and continuing throughout the intervening stations to the AMC terminating station where the live AMC mission ended (final AMC off-load point). Identify all departures, and annotate operational stops, which are made for carrier crew change, fueling, etc., with an asterisk. Include additional annotations identified in the Uniform Rates and Rules, Appendix A, para E as required. Identify stations using four-letter ICAO codes with no blank spaces contained within the routing.
DEPOSITIONING: Report the applicable four-letter ICAO codes for the Fronthaul Backhaul or Ferry used to get the aircraft from the final off-load point of the specified mission to its next station.
ACTUAL LIVE MILES: Report the actual live miles flown corresponding to the live legs of the specified mission. The miles reported under this column may be different than the miles reported under the "PAID LIVE MILES" column due to differences in projected and actual routings.
ACTUAL LIVE HOURS: Report the actual live airborne hours (not block hours) flown corresponding to the specified mission.
ACTUAL FERRY MILES: Report the actual Ferry miles flown for the specified mission.
ACTUAL FERRY HOURS: Report the actual Ferry airborne hours (not block hours) flown corresponding to the specified mission.
ACTUAL FRONTHAUL BACKHAUL MILES: Report the actual Fronthaul Backhaul miles flown for the specified mission.
ACTUAL FRONTHAUL BACKHAUL HOURS: Report the actual Fronthaul Backhaul airborne hours (not block hours) flown corresponding to the specified mission.
AMC CONTRACTED (PAID) MILES:
PAID LIVE MILES: Report the awarded live miles for the identified mission.
PAID FERRY MILES: Report the paid Ferry miles for the identified mission.
PAID FRONTHAUL BACKHAUL MILES: Report the paid Fronthaul Backhaul miles for the identified mission.
SUMMARY Sheet:
Header Information: The contractor shall enter the Contract Number, Contractor (i.e. name of carrier), Reimbursable Delivery Order, Fuel SLIN, Submission Date (i.e. the date (DD MMM YYYY) the report was submitted), Reporting Period (i.e. the month and year (MMM YYYY) that corresponds with the information submitted in the report), Operation Type (i.e. cargo, pax, or combi), and Aircraft Type.
Section 1 - Mileage: The total mileage for each identified category will populate from sheet S1-S2. All miles, whether based on paid routing or actual routing, shall be determined based on GCSM.
Total Live Miles - Verify this populated total with contractor records as well as with the sum of all live miles paid from sheet S1-S2.
Total Paid Ferry Miles - Verify this populated total with contractor records as well as with the sum of all Ferry miles paid from sheet S1-S2. Do not report any legs/mileage associated with commercial service.
Total Paid Fronthaul Backhaul Miles - Verify this populated total with contractor records as well as with the sum of all Fronthaul Backhaul miles paid from sheet S1-S2. Do not report any legs/mileage associated with commercial service.
Total Fuel Miles - Verify this populated cell with contractor records as well as with the sum of the reported Total Live Miles, Total Paid Ferry Miles, and Total Paid Fronthaul Backhaul Miles.
Average Cost of Fuel / Gallon - This cell will populate with the carrier's actual average cost of fuel per gallon based on the data input in Section 3 - Fuel Summary Information.
Pegged Price - Use the dropdown list to choose the applicable pegged price of fuel per gallon, respective of cargo or passenger service, based on the effective Uniform Rates and Rules.
Section 2 - Proposed Fuel Adjustment: Enter the established fuel burn rate. TCAQ-CO will provide contractor fuel burn rate; at the beginning of each fiscal year where a burn rate isn't established for the contractor's aircraft, TCAQ-CO will develop one using monthly excel records (total cumulative gallons divided by total cumulative miles flown). Once 12 months of performance has accumulated, a fuel burn rate will be established.
Section 3 - Fuel Summary Information: The contractor shall track and record the net fuel gallons and net fuel cost (commercial and military) used to perform the total fuel miles reported for the month. The contractor shall determine the net gallons of fuel used by summing the fuel purchased throughout the mission legs, and adding the difference between the gallons on-board the aircraft at the start of the mission and of the gallons on-board the aircraft at the end of the mission. The contractor shall account for fuel and the costs associated with fuel using a First-In First-Out (FIFO) inventory method.
NOTES:
Note 1: A negative number in cell C24 indicates money due to the Government from the Carrier.
Note 2: Fuel adjustments will be made upward or downward only when the price of fuel varies by more than one cent per gallon from the pegged rate established in the Uniform Rates & Rules (Contract Para I-6).
Note 3: Missions subserviced or missions bought at a charter rate are not subject to adjustments for fuel prices.
Note 4: Total fuel miles multiplied by historical fuel burn rate should be close to the total gallons purchased.
Note 5: Fuel reports are due to ACO/CA no later than 90 days after the end of the operating month. CPARS will reflect contractor responsiveness.
FUEL SUMMARY CERTIFICATION:
This one-page document must be accurately completed and signed by a person authorized to negotiate for and bind the company. All fuel report information is considered certified and auditable. Once submitted, the assigned CO will review the report summary, and the information will be compared to payment data generated from Commercial Operations Integrated System (COINS). When requested, a contractor shall provide the necessary backup documentation on missions/miles flown, cost of fuel, etc. When the monthly report summary has been finalized and signed by a CO, the CO will email the signed copy to both the contractor and TCAQ-CP Price Analyst. Contractors will either submit an invoice into IRAPT (formerly WAWF) for the adjustment or receive a demand letter for overpayment. Periodically, USTRANSCOM/TCAQ-C will conduct a Monthly Fuel Report Review according to the reports submitted. When requested, contractors shall submit the requested documentation to support this review.
