The RFP requires offerors to submit various attachments and documents, including a Small Business Subcontracting Plan (if not an approved commercial plan), aircraft performance data, and proof of aircraft ownership/lease. Question Section/Para Reference Questions/Comments Government Response
1 L-4/M-1 2, h, ii Offerors without an approved plan will only be required to submit attachment 5a, correct? This worksheet is required on an individual company basis based on the DO’s being awarded to each individual carrier, correct?
Yes, Small Business worksheet is required for Large or Small Businesses without an approved Commercial plan signed and approved by the Government. If the offeror has an approved Commercial plan, the worksheet is not required. This requirement is for each individual carrier regardless of any teaming arrangement.
2 Attachment 4 Atch 8a-c
For the 81/82/3 data sheets, there is not a tab for the specific aircraft being offered. How should the preformance data be entered?
Can just do the revalidation sheets since there are no changes to performance figures?
There are no hard and fast rules for aircraft not specifically listed. Select the tab with the payload and range that provides the best presentation of the aircrafts capabilities.
If there are no changes then 82 or 83 data sheets are not required. Complete the 81 as well as the 3A and 3A-1.
3 L-4/M-1 m
I believe this section should say (attachment 5) instead of (attachment 4), please confirm.
m. Small Business Subcontracting Plan (Applicable to other than Small Businesses). Offerors who certify as a large business concern shall submit a Small Business Subcontracting Plan (Attachment 4) at time of proposal submission. An Offeror may submit an Individual Subcontracting Plan or Commercial Plan. For Offerors without an approved Commercial Plan, to be consider compliant, the contents of the Offeror's proposed Small Business Subcontracting Plan shall be compliant to the requirements stated in FAR 19.704, FAR Clause 52.219-9, DFARS 219.7, and DFARS Clause 252.219-7003. (Individual carrier under a team arrangement, independent carrier)
Reference has been updated
4 L-4/M-1 1.h We will be changing some of the aircraft offered for the new CRAF contract, and we don’t know how many of the offered tails you will be accepting, do we need to secure the FAA insurance prior to our offer or can we wait until we know which of the tails will be accepted?
All offerors should obtain commercial insurance for the aircraft owned, used, maintained and/or operated by the carrier in accordance with H. In regards to war risk insurance, the Government will work with OSD to secure applicable insurance after contract award.
5 General General Are Domestic Cargo carriers required to submit an offer under this International Passenger solicitation?
Yes, Domestic 121 carriers are required to submit a CRAF proposal and be awarded a CRAF contract or have a CRAF letter of technical ineligibility to remain in good standing on the Domestic 121 contract
6 L-4 (2) b Para 2 What document(s) would be accepted for “Offeror’s proof of ownership” and “binding lease agreement”?
Is the Statement of Lease Conformance” (atch 14) from the L-4 (1) l. apply as that binding lease agreement?
Lease Conformance template needs filled in as well as page 3 of the template with the Aircraft leased with information associated with each tail leased. Template updated on Amendment 0003.
7 L-4 (3) Pricing Proposal
Can elaborate on the need for these domestic rates on an international solicitation and any recommendations? The template, Attachment 12b, seems a little vague when a full cost analysis is required to generate similar international rates. Also, the cost package used for the international rates is subject to audits.
Domestic rates are only as applicable. These are for domestic activation purposes only.
8 L-4(2)a. CARB Letter Do you happen to have a copy of the our CARB letter? Or know from whom I can get one? Offeror shall submit a current CARB survey letter issued by Air Mobility Command (AMC).
9 3.2 Terminal and Traffic Services
In reference to “Passenger Baggage handling (weigh, tag, load, and unload),” please confirm the addition of “passenger” will not prohibit the loading and unloading of crew bags.
Confirmed, bullet point is strictly for the passenger baggage. Aircrew baggage is noted in the next bullet.
10 3.2 Terminal and Traffic Services
Regarding the inclusion of “Follow contractor hand signals (see para. 1.3.21 for hand signals)’, please confirm this will not apply to passenger service since 1.3.21 falls under Section 1.3 Cargo Service. As indicated during the RFI process, this will not be feasible with a single operation representative.
Contractors are in accordance with section 1. DESCRIPTION OF SERVICES, required to operate in accordance with IATA rules and regulations. The signals employed by the various branches of service do not conform to normal commercial practices, nor to IATA standards. In addition to variations between branches of service, there may be local variations established by base commanders that are not published or available to contractors.
Removed reference to 1.3.21 Hand Signals under cargo services. ‘Follow contractor hand signals (see para. 1.3.21 for hand signals)’, does not apply to passenger. Language adjusted to reflect: Terminals will place equipment at the aircraft for aircrew personnel to unload or load their aircrew baggage (location and equipment availability dependent).
Refer to para. 6.9.2. for proper placement and priority.
