About this file

This is a Women-Owned Small Business (WOSB) Solicitation for Healthcare Environmental Cleaning (HEC) and Linen Services under Standard Form 1449 (SF 1449).

The Defense Health Agency seeks a single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for Healthcare Environmental Cleaning services at Defense Health Agency Medical Treatment Facilities (MTFs) in Germany. The solicitation number is HT940626RE006, with an offer due date of 09 September 2026 at 01:00 PM Central European Time. The anticipated ordering period spans 15 May 2027 to 14 May 2032, including a 90-day phase-in period. The contract includes a guaranteed minimum of $2,000.00 (€1,709.80) for the post-award conference and phase-in task order, with a maximum contract value of $99.99 million over the five-year ordering period. The service is classified under NAICS 561720 with a size standard of USD 22,000,000.00. Task orders will be issued on a firm fixed-price basis against firm fixed-price Contract Line Item Numbers (CLINs) per ordering period. Contractor personnel must be registered in the System for Award Management (SAM) at the time of proposal submission and award. Proposals must be submitted in four volumes: Administrative, Technical Capability, Performance Confidence, and Price. Evaluation will follow a three-phase process assessing technical capability (procedures, skills, schedules, staffing, and management plans), performance confidence (based on recency and relevance of past healthcare cleaning experience), and price fairness. Performance Confidence is weighted as significantly more important than price. The contract incorporates extensive FAR and DFARS clauses, including provisions for tax relief in Germany under the Offshore Tax Relief Agreement, antiterrorism/force protection requirements for overseas performance, and continuation of essential contractor services.
