About this file

The memorandum, dated May 26, 2026, and issued by COL Warren A. Stewart (Commanding), designates specific HEC service functions as essential contractor services that must continue during emergency or crisis situations. The designated essential HEC areas include the Emergency Department (ED), Sterile Processing Department (SDP), Radiology and Operating Room (OR), Intensive Care Unit (ICU), Post Anesthesia Care Unit (PACU), Pre-Procedure Unit (PPU), Ambulatory Procedure Unit (APU), Labor & Delivery (L&D), and Patient Wards (7D, 8D, 10C, 13D). This designation is made pursuant to DFARS Subpart 237.76 (Continuation of Essential Contractor Services) and DoDI 1100.22, and applies only to those specific service functions identified rather than to entire contracts. DEFENSE HEALTH AGENCY
LANDSTUHL REGIONAL MEDICAL CENTER
Unit 33100
APO AE 09180-3100
MCEU-LCA-LOG May 26, 2026
MEMORANDUM FOR Healthcare Contracting Division-Southeast, Defense Health Agency Contracting Activity (DHACA).
SUBJECT Landstuhl Regional Medical Center (LRMC) and Rhine Ordinance Barracks Medical Center Military Medical Treatment Facility (MTF) Healthcare Environmental Cleaning (HEC) Services Designated as Essential Contractor Services.
1. Reference DoDI 1100.22, Policy and Procedures for Determining Workforce Mix (Apr. 12, 2010); Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 237.76, Continuation of Essential Contractor Services.
2. Pursuant to DFARS 237.7601, “essential contractor services” means “a service provided by a firm or individual under contract to DoD to support mission-essential functions,” including support of vital systems and associated support activities. “Mission-essential functions” means “those organizational activities that must be performed under all circumstances to achieve DoD component missions or responsibilities, as determined by the appropriate functional commander or civilian equivalent.” Failure to perform or sustain mission-essential functions at this DHA MTF would significantly affect the MTF’s ability to provide vital services or exercise authority, direction, and control.
3. I have determined that HEC services are essential to maintaining mission-essential functions at this MTF during an emergency or crisis. Generally, the designation of services as “essential contractor services” will not apply to an entire contract but will apply only to those service functions that have been specifically identified as “essential contractor services” by the functional commander or civilian equivalent. See DFARS 237.7602(a). I have determined that the following required HEC services are so essential that they must continue during a crisis situation.
a. Emergency Department (ED)
b. Sterile Processing Department (SDP)
c. Radiology, Operating Room (OR)
d. Intensive Care Unit (ICU)
e. Post Anesthesia Care Unit (PACU)
f. Pre-Procedure Unit (PPU)
g. Ambulatory Procedure Unit (APU)
h. Labor & Delivery (L&D)
i. Patient Wards, 7D, 8D, 10C,13D
