About this opportunity

Naval Facilities Engineering Command is soliciting design-build proposals for a barracks replacement project at Marine Corps Base Camp Lejeune and Marine Corps Air Station New River, North Carolina, with Phase II proposals due July 31, 2026. This is an unrestricted, full and open competition, and the project magnitude exceeds $500 million.

The scope includes demolition of five bachelor enlisted quarters buildings and construction of three separate facilities totaling 565 two-person rooms across two locations: Hadnot Point (300 rooms across two buildings, demolishing four existing structures), French Creek (85 rooms in one building, demolishing two structures), and MCAS New River (180 rooms in one building, demolishing two structures). All three locations require community service core areas including laundry, vending, multipurpose rooms, administrative offices, and recreation shelters. Performance period is 1,461 calendar days from notice to proceed. The NAICS code is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45 million.

Place of performance includes MCB Camp Lejeune and MCAS New River, North Carolina. The procurement requires CMMC Level 1 (Self) certification compliance per DFARS 252.204-7025 and 252.204-7021. Minimum small business participation is 20 percent of total contract value, with subcontracting plan targets of 40 percent small business, 5 percent small disadvantaged business, 3 percent HUBZone small business, 9 percent women-owned small business, and 5 percent service-disabled veteran-owned small business. A compensatory stipend of $200,000 will be provided to unsuccessful Phase II offerors.

This is a two-phase design-build selection. Phase I evaluates Technical Approach, Experience, Safety, and Past Performance; only proposals rated Acceptable in Technical Approach advance. Phase II evaluates Technical Solution and Small Business Utilization plus price, with a maximum of three offerors advancing. Non-price factors are significantly more important than price. Performance and payment bonds (20 percent of bid price) are required within 10 calendar days of award. Offerors must demonstrate minimum three to five prior construction projects of 45,000 or more square feet, with at least one at $125 million final cost and two demonstrating lodging facility complexity. Design experience requires three to five relevant prior projects. Amendment 0011, effective July 27, establishes that louver specifications for PTAC units in hurricane-prone areas follow RFP requirements as stated, with no additional pre-proposal inquiries accepted.
