About this file
This is an Amendment to Solicitation/Modification of Contract (SF 30) for a Design-Build (DB) construction contract issued by NAVFAC SYSCOM Mid-Atlantic for the Barracks Initiative (Package #2) at MCB Camp Lejeune, NC and MCAS New River, NC. The amendment, effective March 10, 2026, incorporates FAR and DFARS provisions and revises Section 00 21 00 - Instructions, with the proposal due date remaining April 3, 2026.
The solicitation is an unrestricted, full and open competition RFP with a NAICS code 236220 and $45,000,000 size standard, for construction work exceeding $500,000,000. The Government will utilize two-phase design-build selection procedures under FAR Part 36 Subpart 36.3, resulting in a Firm Fixed Price (FFP) contract. A $200,000 compensatory stipend will be provided to unsuccessful Phase II offerors. Phase I will evaluate proposals on Technical Approach (Factor 1), Experience (Factor 2), Safety (Factor 3), and Past Performance (Factor 4), rated as Acceptable or Unacceptable. Only proposals rated Acceptable in Factor 1 advance to Phase II. Phase II will evaluate Technical Solution (Factor 5) and Small Business Utilization and Participation (Factor 6), with non-price factors being significantly more important than price. The three construction projects include: MCB Camp Lejeune Hadnot Point (three-story BEQ for 300 rooms with demolition), French Creek (three-story BEQ for 85 rooms with demolition), and MCAS New River (3-4 story BEQ for 180 rooms with support buildings and demolition). Offerors must submit SF 1442, bid bond (20% of bid price), current SAM registration, FAPIIS confirmation, VETS-4212 registration, and a Small Business Subcontracting Plan targeting 40% SB, 5% SDB, 3% HUBZone SB, 9% WOSB, and 5% SDVOSB. Evaluation requirements include construction experience (minimum 3, maximum 5 relevant projects as prime contractor, each 45,000+ sq ft with at least one costing $125,000,000+, with at least two demonstrating lodging facility complexity), design experience (minimum 3, maximum 5 relevant design projects), safety data (DART and TCR rates for five calendar years), and past performance information via CPARS evaluations or Past Performance Questionnaires. Electronic proposals in PDF format must be submitted via PIEE by the specified deadline in Block 13A of SF 1442, with price and non-price proposals in separate files.
