About this opportunity

The Naval Facilities Engineering Command (NAVFAC Mid-Atlantic), on behalf of the Department of the Navy, is soliciting design-build construction services for the Marine Corps Barracks Initiative Package #2 at Marine Corps Base Camp Lejeune and Marine Corps Air Station New River in Jacksonville, North Carolina. The project encompasses the demolition of five Bachelor Enlisted Quarters buildings and the construction of replacement billeting facilities to accommodate 1,130 personnel in 565 two-person rooms. The procurement will utilize a two-phase design-build selection process under FAR 36.3, requiring offerors to submit separate non-cost/price and cost/price proposals for government evaluation. The Request for Proposal is expected to be issued on or about February 26, 2026, with anticipated contract award by September 2026. All prospective offerors must maintain active registration in the System for Award Management (SAM), with inquiries directed to Mary Ann Pool at mary.a.pool3.civ@us.navy.mil.

This procurement is not designated as a set-aside, following the Contracting Officer's determination that an insufficient number of qualified small business firms exist to justify such a designation despite a Dynamic Small Business Search and Sources Sought Notice issued on January 15, 2026. The solicitation will be conducted as unrestricted full and open competition under NAICS code 236220 (Commercial and Institutional Building Construction), with a magnitude exceeding $500,000,000 and a small business size standard of $45,000,000. The contract completion time is 1,041 calendar days after award. Large business concerns must submit subcontracting plans prior to award. All solicitation documents will be available in Adobe PDF format on PIEE (https://piee.eb.mil) and Sam.gov, with the pre-solicitation comment period closing on February 26, 2026.

The completed time for this contract is 1,041calendar days after award.

A Dynamic Small Business Search (DSBS) was conducted, and a Sources Sought Notice was posted on 15 January 2026, seeking eligible Small Businesses, HUBZone Small Business, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses to determine the opportunity for a set-aside. The Government invited prospective offerors with the capabilities of performing construction services that meet or exceed the stated requirement to submit a capabilities statement. Respondents were required to submit relevant experience in performing efforts of similar size and scope/complexity within the last ten (10) years. Based on the market research conducted for this procurement and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. Successful award and completion of the requirements can be achieved by soliciting the contract as "Unrestricted" for full and open competition. NAVFAC Mid-Atlantic’s Office of Small Business Programs agrees with this decision and concurs with the determination to solicit as an unrestricted procurement.

In accordance with DFARS 236.204, the magnitude of construction for this project is over  $500,000,000. The appropriate North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction and the Small Business Size Standard is $45,000,000.

The proposed solicitation will be full and open competition utilizing two-phase design-build selection procedures in accordance with FAR 36.3. The solicitation utilizes source selection procedures which require offerors to submit non-cost/price proposals and cost/price proposals in accordance with FAR Part 36.3 and Part 15 for evaluation by the Government. Large business concerns are required to submit a subcontracting plan prior to award of the contract.

This office anticipates award of a contract for these services by September 2026.

The Request for Proposal (RFP) will be issued on or about 26 February 2026. All documents will be in Adobe PDF file format and downloadable from the PIEE and Sam.gov website. The official address to the solicitation is https://piee.eb.mil and https://www.sam.gov under “contract opportunities” when it becomes available. A free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website.
