About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by NAVFACSYSCOM Mid-Atlantic on June 15, 2026, for Contract N400085 (WO# 1894554). The modification is effective March 4, 2026, and amends solicitation N4008526R00580005. The contracting officer is Mary Pool at NAVFACSYSCOM Mid-Atlantic, Norfolk, Virginia.
The amendment incorporates revisions to two FY26 Marine Corps Barracks repair and replacement projects at MCB Camp Lejeune in Jacksonville, North Carolina: French Creek and Hadnot Point. Key changes include revised wage determination (NC20260010), updated continuation sheets for both sites, replacement of Hazardous Materials Reports for Buildings HP51, HP53, HP55, and HP57, and addition of site-specific permits (French Creek SW8211111 and Hadnot Point SW8891107). The amendment adds FAR Clause 52.222-90 addressing DEI discrimination compliance. For both projects, specification revisions to Part 2 Quality Control require independent MQC personnel with no business relationships to the prime contractor and mechanical engineer qualifications, while Part 3B revisions clarify that the Government will provide revised building commissioning specifications with no additional contractor coordination required. Division 22 and 23 personnel must have minimum five years of experience in installation and systems work, with HVAC testing personnel requiring two years of on-site system testing experience. All work in these divisions must be performed by first-tier subcontractors with mechanical subcontractor engagement required no later than 30 days prior to design submittal. Phase II proposal deadline remains July 27, 2026, at 1400 EDT. The construction contract timeline requires work commencement within 15 calendar days of notice to proceed and completion within 1,461 calendar days. Minimum insurance requirements include $500,000 bodily injury liability, $200,000 aircraft liability, and $100,000 employer's liability coverage. Applicable prevailing wage rates for North Carolina construction trades are provided, effective May 18, 2026.
