About this file
This is Amendment 0008 to Solicitation N4008526R0058, issued on July 16, 2026, by NAVFACSYSCOM Mid-Atlantic for a Design-Build project at MCB Camp Lejeune in North Carolina. The amendment provides responses to Pre-Proposal Inquiries (PPIs) submitted by prospective offerors regarding the French Creek and Hadnot Point barracks renovation and new construction projects. The Phase II proposal due date remains unchanged at July 27, 2026, no later than 2:00 P.M. EDT.
The amendment includes government responses to 114 PPIs addressing technical clarifications across multiple disciplines including civil, structural, mechanical, electrical, plumbing, architectural, and landscape design. Key clarified requirements include: confirmation that the period of performance is 1,461 calendar days; NCDEQ ownership of stormwater permit SW8891107 requiring modification through the Wilmington Regional Office rather than Camp Lejeune's MS4 program; use of Camp Lejeune PWD Civil Design Guidance standards for material specifications (including prohibition of steel landscape bed edging, requirement for concrete or aluminum; dumpster enclosures without gates for front-loading truck accessibility; and asphalt surface mix type S9.5C); confirmation of FAR clauses 52.211-13 and 52.229-2/3 applicability; acceptance of conventional certified plant cast precast concrete structural systems; and clarification that wireless thermostats are not acceptable. Approximately 37 PPIs remain marked "PENDING RESPONSE," indicating additional clarifications are forthcoming prior to proposal submission.

Part Three "B" Sections
G2010 and G202003 specify minimum bituminous pavement sections by layer thickness but do not designate a specific NCDOT asphalt mix type for the surface course.
The ESR defers mix type selection to the Designer of
Record. The Camp Lejeune
PWD Civil Design Guidance specifies: "Use S9.5C not
S9.5B for all asphalt surface courses to include light and heavy duty sections." The project includes both the parking area (east of H.M.

The ESR requires steel edging;
the PWD Guidance explicitly prohibits painted steel and limits materials to concrete or aluminum. These requirements are in direct conflict . Please clarify which material is required for landscape bed edging on this project: (a) steel edging per ESR G205005, or
(b) concrete or aluminum per the PWD Civil Design

conflict boxes as an example of a method that should not be used. These requirements are directly contradictory. Please clarify which requirement governs for the System 1 storm sewer replacement scope: (a) Are conflict boxes an acceptable solution for utility conflicts encountered along the System 1 replacement route per Section

Section
3.1.2.2.1
Section 3.1.2.2.1 states that the existing 8-inch sanitary sewer
"will be re-routed to create more buildable area on the project site" and that "a bypass must be constructed around or through the Water Plant Site."
It further states that once the bypass is connected, the existing piping and manholes shall be removed. Section
3.2.1.8.1 confirms the rerouting intent but defers the specific routing to the
Designer of Record. Two ambiguities arise from this language: First, "around or through the Water Plant Site" represents two materially different routing options with different requirements. Does the Government have a preferred or required routing for the sanitary sewer reroute
— "around" the Water Plant
Site or "through" it? If both are acceptable, what coordination or approvals are required for access through Building 20 if that route is chosen? (b) Is a separate temporary in-service bypass line required during construction of the permanent sewer reroute, or is the
Contractor expected to design and construct the permanent rerouted line such that continuous service is maintained without a separate bypass?
DOR is responsible to determine an acceptable reroute alignment. Bldg. 20 will soon be demolished. It is anticipated this area will be available to support potential reroute areas.
Contractor must design and install a permanent reroute while keeping the existing line active. Once tie-in is complete, existing line and appurtenances shall be removed.

Tapping sleeves are prohibited. Contractor shall cut in new tees.
tapping sleeve must be approved by PWD" — indicating that tapping sleeves are not categorically prohibited but are subject to case-by-case PWD approval.
Please clarify which standard governs for water main connections on this project: (a)
Are tapping sleeves categorically prohibited as stated in Section 3.1.2.2.2, or
(b) may tapping sleeves be used with prior PWD approval per the Civil Design
Guidance? If tapping sleeves remain categorically prohibited, please confirm that this absolute prohibition applies to all connections on this project including tie-ins along G Street and Holcomb
Boulevard.

Chapter 3 -
Section
3.2.1.10
Section 3.2.1.10 establishes that the MS4 permitting path applies where: (1) the site pre-dates 1988 NCDEQ stormwater regulations, or (2)
MCB Camp Lejeune has ownership of a prior issued
NCDEQ stormwater permit. It further states "all other permit modifications must be reviewed and approved by
NCDEQ through the
Wilmington Regional Office."
The CLJ-Guidance states:
"Submit to NCDEQ
Wilmington Regional Office if modifying an existing permit still owned by the state" and
"Submit to MCB Camp
Lejeune's MS4 program if obtaining a new permit or if modifying an existing permit owned by MS4." The applicable permit —
SW8891107 — is an existing
State stormwater permit. The critical question is whether
NCDEQ has ownership of
SW8891107. Modification will go through the
Wilmington Regional
Office. Do not use Express
Program. Standard Program is faster due to Express
Program project backlog and staffing issues with NCDEQ.
Refer to NCDEQ’s website for latest fees effective
07/01/2025.
Camp Lejeune now holds ownership of SW8891107
(triggering the MS4 path) or whether NCDEQ still holds it as a state-issued permit
(triggering the NCDEQ
Wilmington Regional Office path). This distinction determines the submittal package requirements, the reviewing authority. Please confirm: (a) Which entity currently holds ownership of
State Stormwater Permit
SW8891107 — NCDEQ or
MCB Camp Lejeune? (b)
Based on that ownership, which submittal path applies for the required Major
Modification: the NCDEQ
Wilmington Regional Office or the Camp Lejeune MS4 program? (c) Please identify the specific permit reviewer or point of contact for the modification submittal. (d) If the NCDEQ path applies, does the express review timeline
(65% design target per the
PWD Guidance) apply to a
Major Modification, and what is the current express review fee under the 2025 fee schedule?

AMCA 550. Typically at
Lejeune these louvers are not required to be hurricane rated.
Please note that the windows are not hurricane rated. if hurricane louvers are required, the PTAC/PTHP unit would not function properly as the unit would need to be moved inward of the exterior wall thus projecting more into the room. Please confirm AMCA
540 and AMCA 550 do not apply.

Engineering (SUE) survey and a standard topographic survey performed in December 2025 and January 2026. However, the survey data included in the
RFP documents does not provide invert elevations for the existing storm sewer structures or associated piping on or adjacent to the project site. If available, please provide the invert elevations for the existing storm drainage system so the Design-Build
Team can verify the feasibility of the proposed drainage concepts developed for pricing and better assess potential design constraints.
There are several critical PPI's pending that require review and then offerors need to finalize their proposed design and pricing with the market.
To provide subcontractors and small business adequate time to participate and provide the best pricing, please extend the proposal due date at least 2 weeks or 2 weeks after all
PPI's are answered. At a minimum please extend the due date from a Monday as it is not an optimal day to get the best pricing from subcontractors, vendors, and small business.
