About this file
This is Amendment 0009 to a Navy design-build solicitation issued by NAVFACSYSCOM Mid-Atlantic on 22 July 2026 for military barracks and associated site improvements at Camp Lejeune, North Carolina. The amendment is effective immediately and modifies the existing solicitation (WO# 1894554) while maintaining the Phase II proposal due date of 27 July 2027 at 1400 EDT.
The amendment incorporates FAR clause 52.211-13 (Time Extension) and removes FAR clause 52.229-12 (Tax on Certain Foreign Procurements). It provides updated continuation sheets for both French Creek and Hadnot Point project areas with three versions each (dated 260423, 260720, and 260722), a Justification and Authorization (J&A) for Fire Protection requirements, and pre-proposal inquiry responses resolving 38 clarifications regarding technical specifications. Key clarifications address conflicts between RFP specifications and Camp Lejeune design guidance documents concerning subsurface drainage systems, dumpster enclosure gates, landscape materials (river rock versus mulch), equipment drying area fencing, pavement design sections and traffic volumes, mechanical system specifications (copper piping types, chiller configurations, ASHRAE standards), HVAC design conditions, fire protection generator requirements, building enclosure commissioning testing responsibilities, and vapor intrusion mitigation systems. The amendment specifies that no additional pre-proposal inquiries will be accepted and establishes that contractors must follow the most stringent requirements when conflicts exist between RFP sections and Camp Lejeune design guidance documents.

Part Three "B" Section 3.2.1.6 states: "Conceal dumpsters with a decorative, gated structure in accordance with
Camp Lejeune BEAP provided in Part 6." The Camp Lejeune
PWD Civil Design Guidance states: "Ensure adequate dumpster accessibility for front loading trash trucks – no gates on enclosure." The RFP explicitly requires gates on the dumpster enclosure while the
PWD Guidance explicitly prohibits them, citing front-load trash truck accessibility

2nd paragraph
In both RFPs (French Creek and Hadnot Point), Section
G2010 Roadways (2nd paragraph) states "The minimum PCC pavement must be 8-inch concrete surface course over 6-inch aggregate base course. The minimum bituminous concrete pavement section for regular/light-duty paving is 3” S9.5C surface course over 8” ABC base course. The minimum bituminous concrete pavement section for heavy-duty paving must be 2-inch bituminous surface course, 3-inch bituminous base course, and
12-inch aggregate subbase course". However, Section
G202003 Paved Surfaces (in both RFPs) provides slightly different minimum pavement sections - specifically, the minimum PCC pavement includes 6-inch concrete instead of 8-inch concrete and the minimum heavy duty bituminous pavement includes only 8-inch aggregate base course instead of 12-inch aggregate base course (RFP also incorrectly refers to ABC as "aggregate subbase course"). Are these differences due to the pavements being different use types (e.g. Roadway vs.
Parking Lot)? Please confirm the minimum pavement sections for both roadways and
