About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks design-bid-build construction of weapons magazines and segregation facilities at Naval Weapons Station Yorktown, with proposals due June 30, 2026 (extended from June 16 by Amendment 0002), and no set-aside applied.

Place of performance is Yorktown, Virginia. The project encompasses five Containerized Long Weapons Storage (CLWS-2B) double-bay high-explosive magazines with reinforced concrete foundations, two segregation facilities with pile foundations, one forklift charging station, demolition of eight existing magazines, Turkey Road relocation, stormwater management, security fencing, and landscaping. The base contract (CLIN 0001) covers all primary construction; three optional line items address telecommunications ductbank, road repairs, and furniture/fixtures/equipment. The mandatory performance period is 1,287 calendar days from 15 days after award. Contract value is estimated between $100 million and $250 million, with liquidated damages of $20,520.07 per calendar day of delay.

A mandatory site visit occurred May 21, 2026. All contractor personnel must hold appropriate base access credentials via SECNAV Form 5512. The project requires compliance with Davis-Bacon Act prevailing wage rates (York County, Virginia, effective May 18, 2026), CMMC Level 1 cybersecurity, NAVSEA OP-5 ammunition safety standards, UFC 1-200-01 and UFC 3-600-01 facility standards, and NFPA codes. The solicitation mandates DDESB approval before mobilization and archaeological monitoring at sensitive sites. Contractors must furnish and install bridge crane rails and establish temporary facilities with utility connections to designated power poles.

Evaluation criteria weigh corporate experience at 25%, management approach and schedule at 25%, safety at 25%, past performance at 25%, and small business utilization equally to technical factors combined. Offerors must demonstrate minimum 20 percent small business participation and submit a bid bond of 20 percent of bid or $3 million, whichever is less. Performance and payment bonds equal to 100 percent of contract value are required within 10 days of award. Three amendments have been issued: Amendment 0001 (May 28) incorporated updated wage determinations and site visit log; Amendment 0002 (June 8) extended the due date and provided updated pricing forms; Amendment 0003 (June 22) revised drawings and specifications, including clarifications on door quantities, dock leveler capacity (30,000 gross dynamic load for three-wheel forklifts), and predrilled pile specifications.
