About this file
This is a Small Business Participation Commitment Document (SBPCD) that must be completed by all offerors—both large businesses and small businesses—for a Design-Bid-Build contract to construct P171 Weapons Magazines at Naval Weapons Station Yorktown, Virginia (Contract Number N40085-26-R-0020). The document establishes evaluation criteria for Factor 5, Small Business Utilization and Participation, and requires offerors to provide firm commitments with small business subcontractors rather than proposed arrangements.
The solicitation mandates a minimum of 20 percent small business participation based on total contract value, including all socioeconomic categories (SDB, WOSB, EDWOSB, HUBZone SB, VOSB, and SDVOSB). Offerors must complete the subcontracting breakdown section detailing total contract value, self-performed work value, and subcontracted work value, then identify specific small business subcontractors with written commitments (such as teaming agreements, joint venture agreements, mentor-protégé agreements, or signed letters of commitment). Large business offerors failing to meet the 20 percent threshold must provide detailed explanations. If no subcontractors with firm commitments are identified, offerors must explain why and demonstrate how they will achieve the proposed small business participation. Small businesses intending to self-perform 100 percent of work are exempt from providing explanations. All dollar amounts must be rounded to the nearest whole dollar and percentages to the nearest tenth of a percent, and offerors must use only the provided SBPCD template without attachments or alternative formats.
