About this file

This is Amendment 0002 to Solicitation N4008526R0020, a Design-Bid-Build project for P171 Weapons Magazines at Naval Weapons Station Yorktown issued by NAVFACSYSCOM Mid-Atlantic. The amendment extends the proposal due date from June 16, 2026 to June 30, 2026 at 2:00 P.M. EDT, provides an updated Attachment H - P171 Price Proposal Form REV1, and includes responses to Pre-Proposal Inquiries (PPIs). The solicitation is administered by the Naval Facilities Engineering Systems Command (NAVFAC) with Kristy Gerrek as the contracting officer point of contact.

The PPI responses address 29 substantive questions regarding project specifications and requirements, including clarifications on phased construction and magazine access during operations, demolition project size requirements, waterproofing system locations, door quantities, stainless steel wall panel and corner guard placements, bridge crane details and installation responsibilities, gate width restrictions and oversized load procedures, forklift specifications, geotechnical boring depths versus pile depths, precast pile quantities and payment limits, load testing requirements, drilled shaft specifications, settlement requirements, endangered species protection procedures and survey timelines, lighting cybersecurity submittals, and geotechnical report availability. Notable responses clarify that phased construction is not required, the contractor must furnish and install crane rails, oversized loads may require Gate 13 access with 14-day advance notice, Natural Resource Manager surveys require a minimum 30-day turnaround, and no additional PPIs will be accepted.

Factor 2 (i)

3.

The contractors are required to address the following in the Factor 2 - Management

Approach - "Describe how your firm will handle technical complexities relating to maintaining complex phasing plan that enables access and operations of existing weapons magazines during construction".

Phased construction is not required; however, the intent of this factor requirement is to understand how your firm would describe your strategy for progressing through project milestones or sequence of events

Can the Government provide additional information/ clarification with regard to the required phasing and restrictions, as well as, where access and operations of the existing magazines are of a particular concern as they relate to the identified haul routes on G-005. Also, per Section 01 91

00.15 22 - paragraph 1.9.2 it is stated that

"This project's construction is not phased". Please clarify what is required per this portion of the management approach with regard to existing magazine access, restrictions that will be placed on the Contractor and identify the technical complexities related to project phasing that need to be addressed to maintain access and operations of existing weapons magazines during construction.

of 60 00 21 00 Factor 1 C)

Per Factor 1 - Corporate Experience C)

Demolition Project, it states under size that a relevant project is to be "A minimum of

3,000 SF building OR 2,500 CY of concrete structure. Under the scope/ complexity description it further describes the demolition projects as "Large-scale, heavily reinforced concrete buildings

AND/OR structures used in...." We are assuming the “and/or" reference should just read as "or". Please advise if this is correct.

Please bid per the RFP. The intention is to allow the flexibility to either submit both requirements, or one without the other.

071353

Spec sections 071353 (Elastomeric Sheet

Membrane Waterproofing) and 071400

(Fluid-Applied Waterproofing) both appear in the project manual, but neither the specifications nor the drawings identify the specific locations where each system is to be applied. Please clarify where each waterproofing system is required.

Spec. Section 071353, Paragraphs

1.4 and 1.5 Identify Elastomeric

Sheet Membrane Waterproofing for use at the Earth Covered

Magazines. Please reference drawing S-302.

A-601B

The Door and Frame Schedule on sheet A-

601B lists six (6) overhead coiling doors

(door numbers 101C, 101D, 101E, 101I, 101J, and 101K). However, the floor plan on sheet A-101B shows only three (3) overhead door openings. Please clarify the correct quantity of overhead doors.

Section 071400, Fluid Applied

Waterproofing: Please reference drawings AE402A (Segregation

2.2.1 and

2.3

There is no indication of the 16 ga.

Stainless Steel Corner Guards, nor the 18

ga. Type 304 stainless steel Wall Panels on the drawings. Please clarify where this wall and door protection is required so we

Wall panels and corner guards are listed on IN601A. They are at the

Segregation Building. Steel Wall

Panel is behind/ sides of the mop sink in the Janitors closest; note 3 on finish scheduled notes. Corner may quantify this material in our cost proposal.

guards are to be at all outside corners as shown on Note H of the general sheet notes. They would be at the outside corner of room

105, the 2'-0" wing walls at the locker area of room107, outside corner of vestibule that is on the corridor side of the building.

Drawing

S-102

Keynote 1. indicates “Bride crane not in project” and Keynote 2. indicates “Bridge crane rails in project”. Please clarify if the

P-171 contractor is to furnish and install the crane rails along with the bridge crane rail stops, or if the P-171 contractor installs materials furnished by others.

The Contractor is to furnish and install the crane rails, and the bridge crane rail stops.

S-102

Please confirm that the bridge crane detail(s) apply to each new magazine.

Yes, the bridge crane details apply to each new magazine.

G-005

Please clarify the maximum width that can pass through Gate 3 and the Restricted

Area gate.

An exact measurement on the max width restriction is unable to be provided due to the offset barriers at the entrance. However, approximate measurements of the gate lanes are 12'. Please note that the jog may be an issue getting up to the gate between the barriers.

If the truck is an oversized load

(which federal regulation states is over 8.5’) it may have to be brought in Gate 13. Gate 13 can accommodate oversized loads however use requires a written request 14 day advance and is subject to reschedule by the government at no cost/time impact to the Government. Gate 13 is not normally manned and requires security to temporarily shift their personnel to operate. All standard inspection processes still apply.

Specification

Section

11 13 19.13

The specification (2.2.b.) call for levelers to accommodate 3-wheel fork trucks and

30,000 gross dynamic load. However, a

30,000 lb. GVW (forklift weight with battery plus max pallet weight) would typically require a 4-wheel fork truck as shown in the capacity guide at:

If the truck is an oversized load

(which federal regulation states is over 8.5’) it may have to be brought in Gate 13. Gate 13 can accommodate oversized loads however use requires a written request 14 day advance and is subject to reschedule by the government at no cost/time impact share/tGSxSYgijppKqxNSoi9Z3

Please confirm Maximum GVW with 3-wheel fork trucks to the Government. Gate 13 is not normally manned and requires security to temporarily shift their personnel to operate. All standard inspection processes still apply.

Please specify the payment limits for the precast prestressed concrete piles.

Typically, these are measured from pile tip elevation to pile cut-off elevation.

However, the bid quantity for Bid Item

0001B2 is 16,378 VLF and this quantity appears to be considerably higher than the quantity derived based on top of slab elevations and pile tip elevations shown on

Drawing S-001A when considering slab thickness, pile cap depths, and 4” pile embedment shown on Drawing SB501A.

Depending on the response to the payment limits, please evaluate and revise the quantity for Bid Item 0001B2 if necessary. Please bid per the RFP.

Schedule 0001A2

There is a bid item for Rigid Inclusion

Load Test (0001A2). However, there are no bid items for the dynamic pile analysis

(10 each required) nor for the static pile load testing (2 each required) for the precast prestressed concrete piles. Please consider adding bid items for these two items. If no bid items are added, please specify which bid item(s) these costs should be included in.

SB101A

Specification

Section

31 63 29

Keynote 12 on Drawing SB101A states to

“Provide drilled shafts with temporary steel casing and drilling slurry to mitigate constructability concerns and potential impacts to the building foundations”. Please bid per the RFP.

Specification Section 31 63 29 (Drilled

Concrete Piers and Shafts) does not require a slurry. Since groundwater elevations taken from the soil borings appear to be low enough to preclude the need for providing a slurry and since steel casings are required by the specification, please consider deleting the costly requirement for a providing drilling slurry.

31 62 60 1.7.1.b

Specification section 31 62 60 1.7.1.b states a 1” long term total settlement requirement. On past similar projects this was modified to be 1.5” of long term total settlement in the same specification section. Would the Navy consider changing the long term total settlement requirement to 1.5” for the P171 project? Please bid per the RFP.

HS-101

The drawing states "No removal and/or disturbance (within 50 ft) of culverts 36 inches and greater in diameter and 23 feet or greater in length is permitted between

01 APRIL and 15 NOVEMBER of any given year to protect known endangered species (Northern Long-Eared Bat and the tricolored bat) present on the Installation.

Prior to any disturbance within 50 ft of culverts 36 inches and greater in diameter and 23 feet (and greater) in length is permitted, the culvert must be surveyed by the Installation Natural Resource Manager for presence or absence of endangered species. No disturbance of and in the vicinity of the culverts that meet these criteria may proceed unless authorized by the NWS Yorktown Natural Resource

Manager through the CO."

Please clarify how many culverts on the project meet the specification criteria?

The Government is only aware of

1 culvert that meets this criteria.

The culvert location is included on the demolition magazine site (see

Sheet CD110).

Referencing the same section as the previous question, can locations of all qualifying culverts be provided?

The Government is only aware of

1 culvert that meets this criteria.

The culvert location is included on the demolition magazine site (see

Sheet CD110).

previous question, are there existing bat survey records available?

Available bat survey information is provided on HV100 as

"Documented protected species habitat' and subsequent HS sheets as "Northern Long Eared Bat

Range.'' The Demo MAG and

New MAG sites fall within documented presence of endangered species.

previous question, will the Government

(Installation Natural Resource Manager

(NRM)) perform surveys prior to contractor mobilization?

NRM may perform surveys as time allows, and at the appropriate time before activities occur for the project that may affect habitat to endangered species. It would not be beneficial for the NRM to perform a survey before mobilization due to the range and project duration. It is best for the construction contractors to frequently coordinate construction activity schedule with the

Installation NRM.

previous question, what is the expected turnaround time for NRM inspections and approvals? A minimum of 30 days.

previous question, has bat occupancy been previously identified in any project area?

Yes. Available bat survey information is provided on HV100 as "Documented protected species habitat' and subsequent HS sheets as "Northern Long Eared Bat

Range.'' The Demo MAG and

New MAG sites fall within documented presence of endangered species.

previous question, would temporary exclusion measures be allowed following

NRM confirmation that no bats are present?

No. Requirements are defined by

USFWS.

25 05

11.03

Lighting (25 05 11.03) cybersecurity submittals are not present in the project submittal register although the section carries full requirements (incl. 24h §3.15 support and §3.16 training). Please confirm lighting cybersecurity submittals requirements.

Confirmed. Lighting control cybersecurity must comply with specification 25 05 11.03.

We would like to request a 2 week bid day extension to allow sufficient time to complete our RFP response and to properly prepare pricing Please see Amendment 0002.

The complete Geotech report does not appear to be included in Volume 1 or 2 of the specifications. Please provide the complete Geotechnical Information Report for this project

All Geotechnical information is incorporated in the plans and specs.

31 72 60 part 1.7.7.b

Specification section 31 62 60 1.7.1.b states a 1” long term total settlement requirement. On past magazine projects this was modified to be 1.5” of long term total settlement in the same specification section. Will the Navy consider changing the long-term total settlement requirement to 1.5” for the P-171 project? Please see PPI Response #18.
